Study On The Ethical Factors Of Basic Medical Insurance System For Urban And Rural Integration

This study is based on a thorough study of the related problems of the basic medical insurance system operation and ethical factors of literature,analyzing from ethical factors,basic medical insurance system for urban and rural insurance in Pukou District of Nanjing city to carry out the case study method,combining with theory and practice,ethical perspective and comprehensive study on the system of urban and rural basic medical security system the merger of the family under the two structures in urban and rural areas,fairness and justice,government responsibility ethics factors,to innovate and broaden the connotation of the basic medical insurance system reform and the merger of urban and rural,urban and rural basic medical security system integration policy,to provide suggestions for the country to promote the basic medical insurance system for urban and rural insurance.There are six chapters in this study.The first chapter is the introduction,the basic medical security situation in major western countries,the domestic research on the basic medical insurance system for urban and rural public management ethics,life ethics literature research present situation.The second chapter mainly unifies the Pukou District of Nanjing city in 2014 the implementation of medical insurance for urban residents and the new rural cooperative medical system merger policy implementation,management measures taken,were analyzed using the methods of literature research and implementation,after the merger of the fund operation system,take the investigation on the investigation of the part of urban residents and rural residents,the the differences exist in the habit of medical insurance for urban residents and rural residents,the poor to help the rich "phenomenon of nurturing urban residents of rural residents",and the total cost of medical rises quickly,after the merger of the health care needs of urban and rural residents are main problems of release.The third chapter analyzes the ethical factors from the differentiation of traditional family members and the moral hazard among family members.The fourth chapter analyzes the influence of the basic medical insurance system from the merger of the two structure in urban and rural areas,the unified development of urban and rural integration must be the realization of the value of the medical insurance policy oriented unified development of urban and rural.The fifth chapter from the ethical factors fairness and egalitarianism interpretation analysis of contradiction between fairness and security illness,"efficiency and fairness" is not applicable to the basic medical insurance,lack of protection of equalitarianism difficult crowd.The sixth chapter from the government responsibility.analysis must establish service-oriented organization,prevent moral hazard,establish the dynamic adjustment mechanism of medical security system to ensure the sustainable development of basic medical security system.I puts forward the proposal of constructing the fund circulation mechanism between various medical security systems with family as the unit,so that everyone can enjoy fair basic medical security service.
