The Research Of Three Basic Medical Insurance System Integration In Jiangxi Province

Since the implementation of urban employee basic medical insurance system reform in Jiangxi province from1999, along with the establishment of the new rural cooperative medical care system and the basic medical insurance system for urban residents, the current has been established, including the urban and rural residents medical treatment in Jiangxi province, the basic medical security system, to achieve the full cover on the medical security system. In the field of health care, however, differences between urban and rural basic medical insurance in our country has been existed, as one of "central rise" city, Jiangxi province in the economic underdeveloped and outstanding characteristics of "dual economy" cases, basic medical insurance system also has the typical "dual" characteristics. Urban and rural areas "dual" health care not only hinder the process of "everybody enjoys health" universal health care, also brought a lot of social problems, many scholars at home and abroad on the issue of how to integrate the three basic medical insurance system has been done on the related research and hard work, in this article, through exploring the three basic medical insurance system theory, and the analysis of the problem, from the medical insurance fund balance, such as region as a whole to aspects of the study of basic medical insurance of urban and rural integration.In the way of specification analysis, this paper, first of all, from the basic situation of current three basic medical insurance system in Jiangxi Province,take the theory of public goods theory as the basis to explore the three integration of urban and rural medical insurance system, and make a connotation overview about the integration of urban and rural basic medical insurance, propose that accelerate the integration of the three basic medical insurance system is the need to solve the "difficult","expensive", to build the integration of urban and rural social security system, and to achieve health care equity, social justice and building a harmonious society. Then, on this basis, the status of implementation of Jiangxi three basic medical insurance systems were discussed, introduce the differences between the three basic medical insurance, and analysis the problems of the basic medical insurance system from internal differences and institutional development. Furthermore, by drawing the successful experience of the three basic medical insurance system integration achieved in pilot areas, establish three basic medical insurance systems for the integration of the basic ideas, namely breaking residence, sector and geographic boundaries, by the way of basic medical insurance through a unified management system, establishing the province’s free-flowing medical insurance system, to achieve full coverage of the population. To get this goal is to integrate new medical system for urban residents and rural cooperative medical insurance system. In clear of the improvement of the public health service system, put forward the corresponding policy initiatives on how to integrate of the basic medical insurance system in Jiangxi Province, and how to achieve more fairness, justice and equalization of services.In the final summary part of the article, it is concluded that in Jiangxi province, three basic medical insurance system of integrated study basic conclusion:the coverage of people participated in the medical insurance, on the basis of the combination of internal system adjustment and the external environment optimization, combined with a variety of security measures to escort to the three basic medical insurance system integration in Jiangxi province, to promote the integration of system, stable and healthy development and to build and perfect the social security system in our country put forward the expectations.
