With the development of economic integration,the segments of products including designing,processing,marketing and service are highly scattered around the world,thus forming the global value chain.The developed countries take advantage of their own technology to control the segments of high technology,high value-added parts,mainly joining in product research,design,marketing and after-sales service.They obtain huge profits and get a high position in the global value chain.In contrast,developing countries have no choice but to insert into the production processing segment,which is of low technology and additional value.The breadth and depth of the participation of different countries in the international division of labor and trade determine their position in the global value chain division of labor and the profitability of foreign trade.China is a big manufacturing country,but its trade size and trade profitability mismatch,which is the development of foreign trade challenges for the global value chain division of labor to China's manufacturing industry.Under the global value chain,elements are free to move around the world,and China is actively or passively embedded in the global value chain.However,China's manufacturing industry is passive to join the global value chain in the low value-added part of the division of labor,which is easy to make China's manufacturing industry fall into a path dependence and low-end locking situation,which is not conducive to the birth of its own brand of manufacturing and independent R & D capability,is also not conducive to rise the position of China's manufacturing industry in the global value chain division of labor.This paper uses the latest TIVA data published by OECD-WTO and uses the GVC_Position and GVC_Participation proposed by Koopman to calculate the international division of labor status in 19 countries or regions of the Asia-Pacific region in GVC respectively,and then comparing China's manufacturing industry in the Asia-Pacific region ranked tenth,China's manufacturing sector in addition to the food and textile sector has a higher status than other industries,the industry is still in the manufacturing sector in the GVC in the international division of labor status and evolution,Especially in the electronic optical equipment sector in,the position of GVC division of labor is very low.In order to enhance the status of China's manufacturing industry in the international division of labor,this paper selects the panel data of 9 sectors of China's manufacturing industry from 1995 to 2011.The empirical results show that,in addition to the FDI,industrial output,R & D investment,The increase in employee compensation and the increase in the average working time of employees significantly promoted the position of China's manufacturing industry in the GVC division of labor.On this basis,this paper analyzes the strategy of enhancing the position of Chinese manufacturing industry in the GVC division of labor under the background of the global production network: Put that enhancing the status of China's global manufacturing value chain embedded into the current national development strategy;To provide a favorable trading and investment environment for the manufacturing sector;Increase the R&D investment of manufacturing to expand the industrial chain of high-end;Manufacturing industry should actively cultivate and introduce high-quality talents;To play a manufacturing industry trade and investment policy and system synergies.
