| State-level economic and technological development zones are designated zones specialized in manufacturing industry,they were established first in coastal open cities on 1984,and then extended to the central and western regions.State-level economic and technological development zone is a crucial institutional innovative in Chinese reform and opening-up and played an important role in the process of our industrialization.After more than 30 years of development,state-level economic and technological development zones in China are facing enormous pressure despite great achievements.From the international point of view,they are facing the pressures of investment promotion and capital introduction induced by the high-end manufacturing industry backflow in the developed countries and the low-end manufacturing industry transferring to low-cost countries;domestically,they are facing the problems concerning the weakening of the preferential policies,industrial upgrading and the separation between production and city.The "national new urbanization planning(2014-2020),"issued in 2014 by state proposed that"to enhance the urban function reformation in existing development zones,to promote the transformation from single production function to the urban comprehensive function,to expand space by accelerating the population agglomeration and the development of service economy".In July 2015,the national development and reform commission issued "the notice about the construction of demonstration area concerning production-city integration" proposed that "to speed up the transformation from a single production zone economy to the comprehensive city economy of industrial park,to discover the new urbanization path in accordance with the law of developmentaccording to the concept of the development by means of production-city integration." It is not concerned with the development of development zoneitself,but it is also an important part of new urbanization strategy.Beijing-Tianjin-Hebei region is a national economic growth pole that is parallel to Yangtze River Delta Region and Pearl River Delta region.Beijing-Tianj in-Hebei cooperation development strategy is one of the three strategies including the Yangtze River Economic Zone and "the Belt and Road".An important goal of Beijing-Tianj in-Hebei cooperation is to build an internationally competitive world-class city agglomeration,it needs world-class industrial clusters to do support,and state-level economic and technological development zone is the core carrier to building a world-class industrial cluster.It is responsible for an important mission that science and technology lead,industry support and development engine in Beijing-Tianj in-Hebei cooperation development.lt represents the direction of regional industrial development,and production-city integration is the future direction of development and the only way of national economic and technological development zones.This paper starts from analyzing the difficult problems to be solved in national economic and technological development zones,puts national economic and technological development zones into the progress of Beijing-Tianjin-Hebei industrialization and urbanization based on the National strategic background of the coordinated development of Beijing-Tianjin-Hebei.On the basis of combing the theoretical basis of domestic and international integration of production cities and summarizing the law of city integration,this paper constructs the synergetic analysis framework of development zone integration system,the concept,connotation,mechanism,influencing factors and dynamic mechanism of the integration of production city in China's development zones are established.Based on the theoretical analysis,established evaluation index system of production-city integration,evaluation index system of influencing factors of production-city integration and evaluation index system of the integration efficiency of production-city integration.Field research,the statistical analysis and other methods were used to carry out the empirical research on the national economic and technological development zone of Beijing-Tianj in-Hebei region.Aiming at the outstanding problems,this paper puts forward some countermeasures and suggestions to promote the integration of the producing cities in Beijing-Tianjin-Hebei Economic and Technological Development Zone.The main achievements of this paper are as follows:(1)Production city integration is an effectivepath to crack the separation of workplace and residence,lack of urban facilities and many other issues,and smooth development of development zone's transformation and upgrading.Establishing development zones is a major achievement in Chinese reform and opening-up.State-level economic and technological development zones have become an important support for improving economic development,promoting industrialization,realizing regional development strategy after years of development.At the same time,these zones are facing many difficulties such as transformation and upgrading,separation of workplace and residence,insufficiency of urban functional facilities,land urbanization is faster than population urbanization,and increasing pressure on ecological environment.Production-city integration can solve the difficulties faced by state-level economic and technological development zones in Beijing-Tianj in-Hebei region and achieve the development zone transformation and upgrading smoothly by means of reforming management system,constructing urban facilities,enhancing these zones' advantages in investment promotion and intelligence introduction and dealing with resource and environmental challenges.(2)Summarizing the general law of production-city integration in the economic and technological development zone.On the basis of production-city integration cases from home and abroad,some rules are found for the development zones'production-city integration:Industry development is the supportof production-city integration;urban functional facilities construction is the key to the production-city integration;government is the guidance of the production-city integration;space integration is the guarantee of the production-city integration;population integration is the core of the production-city integration.(3)The framework of system synergy theory analysis is established.Based on the principle of industrial agglomeration,hierarchy of needs and system self-organization,this paper analyzes the inside mechanism of the production-city integration of the development zones,and analyzes the influencing factors and function targets of the production-cityintegration of development zones based on the principle of system elements hierarchy.Based on the system elements competition and coordination principle,this paper analyzes the dynamic mechanism of the production-cityintegration of the development zones.(4)The measure results of Beijing-Tianjin-Hebei regional state-level economic and technological development zone production-cityintegration are obviously difference.Tianjin Economic and Technological Development Zone and Beijing Economic and Technological Development Zone have just entered a high level of production-city integration;Qinhuangdao Economic and Technological Development Zone is into the middle of a high level;Langfang Economic and Technological Development Zone has just entered a higher level;Beichen Economic and Technological Development Zone is in the general level.Urban function facilities had the greatest impact on the production-city integration,the influence of resources and environment was the second,the population factor was the third,the industrial development factor Ranking fourth,institutional policies and other management factors influence is not obvious.The scale of Beijing-Tianjin-Hebei regional economic and technological development zone,except for Tianjin and Beijing,is too small to support production-city integration.The scale efficiency of the state-level economic and technological development zones in Tianjin is decreasing,and the scale efficiency of Langfang and Beichen national-level economic and technological development zones is increasing.(5)Suggestions on promoting production-city integration in Beijing-Tianjin-Hebei regional economic and technological development zone.The paper puts forward that reforming development zone management institutions,transformation from development zone administrative committee to the city government restructuring,compiling the urban planning to substitute the planning of the development zones,the regional cooperation will be strengthened,the complementary advantages will be enhanced,and the industrial potential of Beijing-Tianjin-Hebei regional will be enhanced;population management and services will be strengthened,and promoting population integration;improving the efficiency of land resources utilization,and creating a green ecological environment;speeding up the construction of urban functions and facilities to enhance the level of urban services;strengthen the dynamic mechanism to form a joint force to promote production-city integration. |
