The Location Accessibility Of National New Areas And Analysis On Its Effects

National new areas with the preferential benefit investment policy,abundant supply of land,good living environment,perfect infrastructure,population to cities in the region has been the regional population of the city resources,capital and other factors powerful attraction and it has become a leading new growth point of regional development.Based on researching current situation of the new areas construction in China and abroad and its basic theory,this article try to define the concept of city new areas and analyze the influence factors of location accessibility,and make the econometric analysis of Tianjin Binhai new area to measure the economic effect of Tianjin Binhai new area to Tianjin,Tangshan,Langfang,Cangzhou,and Beijing-Tanjin-Hebei region.Location accessibility of the national new areas mainly depends on national policy and its economic development level.The natural factors have little impact on national new areas location accessibility.The new city areas must conform to the national district distribution pattern.In terms of space development level,the urban comprehensive support present decline pattern from inland to the coast and from the east to the west of the national new areas.From national regional development strategy and comprehensive conditions of urban,national new areas is set up in developed city,such as the new areas like Shanghai,Tianjin,Guangzhou are relying on the Yangtze river delta urban agglomeration,Beijing-Tianjin-Hebei urban agglomeration,the Zhujiang river delta urban agglomeration.These areas have the advantages of the policy,industry,talent,capital,transportation and so on.For instance,Tianjin Binhai new area economic growth presents the balanced development of regional economic growth in Tianjin,Tangshan region economic growth,Langfang,Cangzhou regional economic growth and economic growth of Beijing-Tianjin-Hebei region.But Tianjin Binhai new area only have spillover effect on Tianjin.During the establishment of the new areas in the future,the location of the new areas should be more scientific and rigorous,the scientific nature of the new site location should be effectively considered,the eastern developed areas and other areas of the link role should be paid more attention on,more national new areas will appear in western,central as well as the four regions connected to the edge of the region,so that the spatial layout will be more balanced.Meanwhile,increasing the investment in new areas should give a strong policy support in the management system,urbanization,capital investment and industrial development policy innovation,and struggling to make the national new areas economy to maintain a high growth and the industry achieve a high quality.For the sake of reaching a more effective,more equitable and more sustainable development,playing the role of leading and demonstration areas in regional development,a transformed and upgraded efficiency way should be a new method.New areas construction is necessary not only to improve the investment of the soft environment,but also to improve the investment environment,attracting more talent across the country to accelerate the economic growth of new areas and driving more areas around the economic development.
