Science and technology are the primary productive forces.The level of science and technology has become one of the important keys to measure the competitive strength of development of countries,and the level of science and technology is determined by development of human resources in science and technology.The human resource in science and technology can be regarded as a sort of special resources with subjectivity,which could vary at geographical position induced by the influence of the external conditions,thus forms the agglomeration.China is a country with a large population,the importance of human resources in science and technology is gradually strengthened,the situations of agglomeration of human resources of science and technology is emerging.China's science and technology human resources agglomeration research is needed to ensure that human resources in science and technology can play positive role during the development,and the government's macro-control measures can be taken when it is necessary,so that we can focus on the implementation of agglomeration,and make firm base of the comprehensive national strength.Firstly,this paper is based on current value which combines the full time equivalent based on the concept of R&D and potential value which is measured by amount of internal students.Using local entropy which is applied for building a comprehensive science and technology human resource entropy assessed China's science and technology human resources in various regions spatial distribution.Based on the result,through linear regression,the conclusion that China's human resources in science and technology agglomeration is conducive to promoting economic growth was verified.Secondly,DEA model was utilized to evaluate the efficiency of human resource in science and technology agglomeration and found that China's science and technology human resources agglomeration efficiency is not satisfied,the gap between the east and the west is clear.Finally,obeying the coordinated development principle,based on the research conclusion,the solutions of improving the science and technology human resource allocation to improve the management,promoting scientific and technological human resources play effect to raise the level of management,speeding up the conversion rate of scientific and technological achievements,and increasing the agglomeration level,are made,in order to accomplish the ultimate goal of improving the economic effect of human resources in science and technology agglomeration in various regions.
