With the deepening of economic globalization and the beginning of a new round of economic adjustment,the improving core competitiveness has become the goal pursued by many companies.In this context,as a new business model and business management model,the development of service outsourcing industry is rapidly accelerating.The introduction of outsourcing services,the company can be push the non-core business to outside service provider companies in the form of business cooperation.While reducing the operation cost of the enterprise,the company can concentrate resources to focus more on the core business growth.At the same time,outsourcing companies use their strong project management capabilities and a large network of outsourcing business,to achieve economies of scale.The outsourcing companies not only provide customers with high-quality outsourcing services,but also achieve considerable economic profits.In China,the service outsourcing business,especially the IT service outsourcing industry,although has the late start compared with the hardware outsourcing,but accelerate the development from 2010.In the future,potential development is still very great.However,at the same time,the development of China' s IT service outsourcing industry faces the challenge of "unbalanced Pyramid".In the Pyramid,the foundation is junior software development talents.The foundation is characterized by large scale,high liquidity.The middleis a mature project manager,characterized by fewer,high quality requirements,heavy task.The top is the corporate decision,is characterized by high level,responsible for Strategic decision making.This paper combines the theory of talent echelon construction,starting from the modern enterprise human resources management theory,analyzes the characteristics of project management talents,combing the relevant content of construction management personnel echelon project.For example,the personnel selection and training standards.On this basis,this paper takes JBF company as an example,and mainly for the project management talents of IT outsourcing.This paper expounds the competency of project management plan based on the construction of talents;Furthermore,this paper analyses the process of construction management talents project of JBF company,combining with the development strategy of JBF company,has the plan of the construction of the training program for continuing project management personnel,and the somestepstraining system with the characteristics of the company JBF.At the same time,through improving and optimizing HR system,compensation assessment and incentive mechanism,this paper ensures that the construction project management personnel echelon JBF Company successfully ground the circulation mechanism of organic,revitalizes the JBF company project management personnel training,and enhance the JBF Company' s support blood function.The main conclusions of this paper are:JBF the company should be based on the future development strategy,constantly improves in practice of project management talents system,enhances the company's human resources management depth and breadth,improves the company's human resources management capacity,will build the overall talent echelon project management talent echelon construction and integration company.At the same time,this paper also hopes that the relevant research and practice can provide some meaningful reference for the industry and other enterprises.
