With the development of the market economy and the reform of state-owned enterprises has unceasingly deepened,the demand for high-quality management personnel is increasing.And the strategic position of professional managers in human resources system is significantly improved.The government have issued a large number of documents to establish professional manager system in state-owned enterprises.The professionalization development of managers has been widely concerned by the whole society.However,for a long time,due to various factors,state-owned enterprises have not set up a group of professional managers.There have been a variety of problems such as the lack of professional knowledge and ability of managers,the appointment of personnel serious non market,middle managers to promote narrow space,lack of managers with international background and international vision.In the past,there are a lot of researches on the problems related to senior managers but few of middle managers.This paper is based on the research of professionalization,professional managers,middle managers and modern enterprise theory,human capital theory and other theories of manager,to studies the mechanism construction of the middle managers'professionalization development in state-owned enterprises in China.This paper uses the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation method,from the basis of Professionalization,Specialization,Marketization and Internationalization of the four dimensions to selected 30 indexes.Then construct the evaluation model of the professionalization development level of state-owned enterprise managers.The professional development level of middle managers in state-owned enterprises of Anhui province was evaluated.The study reveals the main problems in the development of middle managers in state-owned enterprises,including the enterprise property rights and governance structure is not reasonable,lack of occupation quality,lack of professional knowledge and ability,managers management of non market,legal system and professional manager market is not perfect etc.According to these analyses,this paper systematically constructs the professionalization development mechanism of the middle managers in the state-owned enterprises.There are six kinds of internal mechanisms:internal governance mechanism,selection and staffing mechanism,assessment mechanism,salary incentive mechanism,training and development mechanism,corporate culture mechanism;and three kinds of external mechanisms:manager market mechanism,cultural and public opinion guidance mechanism and legal mechanism.This paper focuses on the reform of state-owned enterprises and the professionalization of middle managers.It further enriches the research on the theory of professionalization and middle managers.And provide some reference for the government to formulate the policy of state-owned enterprise reform,the implementation of the professional manager system,and the construction of a high level of professional managers.
