In recent years,the government has put forward a series of policies and measures to deepen the reform of state-owned enterprises,especially after the the third plenary session of the 18th central committee of the CPC,it is an important point of the new round of state-owned enterprise reform to vigorously develop the mixed ownership economy and impove the modern enterprise system.As an important part of the modern enterprise system,professional managers play a leading role in the operation and management of enterprises.Establishing the system of professional managers has also become an important way for the reform of mixed ownership of state-owned enterprises,and arousing the attention of academia and enterprises once again.At the same time,the professional manager as professional management talents hired by enterprises,the issue of agency between the professional manager and state-owned enterprises has also attach great importance by the SASAC.The government attaches great importance to the supervision and control the state-owned enterprises manager,propose a large number of documents to strengthen the daily supervision of state-owned enterprises managers as well as the comprehensive evaluation,in order to avoid other issues such as excessively expense in-office,short-term behavior,corruption and "insider control" and timely adjust the manager who cannot be competent for the job.However,in these policy documents,professional managers are not included as an independent group.Instead,they are included in the category of state-owned enterprise managers for supervision and evaluation.Based on this,how to effectively evaluate professional managers as a specific group,regulate the behavior of professional managers,and establish the comprehensive performance evaluation system of professional managers under the background of the reform of mixed ownership of state-owned enterprises have become the focus of the SASAC at this stage,it is also an indispensable part of the professional manager system construction.On the basis of the classification reform of the state-owned enterprises,this paper focuses on the performance evaluation of the professional managers in the reform of mixed ownership of competitive state-owned enterprises.Based on the summary of previous research and the integration of Balanced Scorecard(BSC)and Economic Value Added(EVA),from the six dimensions of financial evaluation,customer,internal business process,learning and growth,social responsibility and ecological environment,selecting 26 index to evaluate the performance of the professional managers in the reform of mixed ownership of competitive state-owned enterprises,the questionnaire is used to collect the expert's evaluation score,using Analytic Hierarchy Process(AHP)to establish the performance evaluation model of the professional manager,ensuring the weight of the second-class index and the third-class index to the performance of the professional manager.Among them,the weights of second-class index including financial evaluation,customer,internal business process,learning and growth,social responsibility and ecological environment are 0.4105,0.2417,0.1423,0.1088,0.0617 and 0.0350,respectively.And this paper takes the general manager of Z company as the object,uses the fuzzy comprehensive evaluation method to analyze the performance of the general manager of Z company in 2016.Finally,the score of the performance evaluation of the general manager of Z company is 86.519 points,which is at a good level.This article is divided into six parts.The first part is introduction.The first chapter briefly reviews the process and policies of state-owned enterprise reform,finds out the problems to be solved urgently by state-owned enterprises in the process of restructuring and reform,and then discusses the significance,purpose and innovation of the state-owned enterprises and the research methods.The second part is the theoretical basis and literature review,which mainly summarizes the theoretical basis of principal-agent theory,balanced scorecard and economic value added and reviews the literature on the research of the reform of mixed ownership of state-owned enterprises,professional managers and their performance evaluation.The third part is the design the index of the performance evaluation for the professional managers in the reform of mixed ownership of competitive state-owned enterprises,analyzes the impact of the internal and external environment of the competitive state-owned enterprises on the selection of the index,combining with the background of the mixed ownership of state-owned enterprises,this paper selectes important indexs to evaluate the performance of the professional manager.The fourth part is the construction of the performance evaluation system of the professional managers in the reform of mixed ownership of competitive state-owned enterprises.This paper designs a questionnaire to investigation the weights of the index for the performance of professional managers,collects the results of experts' grading through the questionnaire,establishs the performance evaluation model by AHP and ensure the weight of the index.The fifth part is the empirical analysis of the performance evaluation of the professional managers in Z company.This paper use the performance evaluation system evaluate the performance of the general manager in Z company in 2016.The last part is the research conclusion and research prospect of the dissertation,puts forward the conclusions of this research,and illustrates the shortcomings of the paper,and looks forward to the future research.
