Study On The Standard Of Investigation For Hidden Trouble In Commercial And Circulation Companies

With the development of our economy and the progress of society,the commodity circulation develops quickly.The commodity circulation has been unprecedented development both in terms of quantity and scale since the Reform and Opening-up.Due to the commercial circulation industry has the characteristics of multi-level,complex and crowded together,as a result ofthe development of the whole industry and the quality of employees and other factors,the overall security level of industry is not high.In order to improve the security situation of the whole industry,to regulate the industry hidden investigation work,we need a scientific,comprehensive and practical industry standard to provide comprehensive guidance to carry out industry hidden investigation work.This paper is based on the principle of essential safety and precautionary principle and accident causation sequence theory,combining the characteristics of the commercial circulation industry and "people,machine,environment,management" theory,determine the list of common accident hazards and the list of major accidents,enact the standards for the inspection of trade and circulation industries,this is a study of safety theory combined with actual work,which promote the development of safety standardization and filled the gap in the trade and circulation industry.Therefore,this study has great significance to the standard construction work of commercial circulation enterprise and the work of safe production management.The research route of this paper mainly includes the following four aspects: firstly,analysis the current literature summary of hidden investigation work and the concrete implementation way in China,include the concept of hidden trouble,hazard classification,recognized standards and standard;secondly,puts forward a list of the hidden danger in the trade and circulation industry,and puts forward the classification of the accident risk,this provides the basis for the establishment of the standard work;then,according to the safety laws and regulations,industry characteristics and standard writing requirements,formulate the basic framework structure of the standard for the inspection of trade and circulation enterprises,determine the number of primary factor is 18,the number of the second elements is 25;finally,according to the modern safety management principle,PDCA,the method of time logic and the method of comprehensive analysis,combine with the hidden danger characteristics of the trade circulation industry,write the specific requirements of the standard.
