The Natural resources and ecological environment foundation is the essential material foundation and basic premise of the development of regional urbanization,In recent years,the degree of resource and environmental vulnerability is rising due to the collective effect of natural,economic and social factors,In the meantime the Urbanization development of Southern Xinjiang is constrained by resources and environment are more and more significant,There have been a series of phenomena,Such as water shortages,massive loss of arable land,inefficient use of resources,this not only affects the sustainable development of urbanization in southern Xinjiang,but also affects the smooth implementation of the western development strategy.Based on the above considerations,We chooses the southern Xinjiang as the research object,and studies it’s new urbanization quality from the perspective of resource and environment constraints,and give the evaluation on this basis.We define the connotation of the new urbanization,and build a new urbanization quality evaluation index system from population,economy,infrastructure,people’s livelihood protection,resources and environment five aspects.We use spss19.0 statistical analysis software for data processing and principal component analysis for measuring Quality,and analyzes the new urbanization quality of southern Xinjiang qualitatively from 1999 to 2014,and found its existing problems.After that,we evaluate the quality of urbanization,find the key influencing factors and put forward the relevant improvement strategy about new urbanization quality.
