Research On The Characteristics And Influencing Factors Of The World Bank's Aid Investment After The Cold War

Development is a major global issue.As the world’s largest multilateral development agency,the World Bank has always had the core purpose to reduce poverty.It has significant influence on global development issues.Based on world bank projects as the research object,combined with qualitative analysis,quantitative analysis and shift-share analysis,we select the research period from 1992 to 2016 after the cold war and then focus on change characteristics and influencing factors of the world bank assistance programs.The first chapter of this paper describes the research significance and literature achievement.The organization structure of the world bank is shown in the second chapter,and focusing on the development of cooperation relationship that are among the world bank and other major multilateral development institutions and the world bank’s loan principles and other main problems such as cycle management.The third chapter focus on change characteristics of the annual report for the world bank from 1992 to 2016 and analyze loans from the total annual amount and the projects’ amount in the past 25 years.Five characteristics of assistance stages that world bank has are concluded in this paper,according to the project characteristics after cold war period and it would be time framework for the rest analysis.Based on the preamble,the fourth chapter uses shift-share method to analyze each project by studying their proportion in both loan amount and the annual report.By comparing the changes and shift-share characteristics of the two proportions,we found long-standing fixed bias exists in the annual reports and the actual loan amount,especially obvious difference for the degree of volatility,even the status of the change reverse.On the basis of the shift-share analysis,this paper points out that the internal and external factors that affect the world bank assistance,namely:the evolution of the bank’s aid strategy,the influence of senior managing hierarchy,project selection,major international events,the international economy changes,international power politics,etc.The last part concludes the deviations and reverse changes in the loan business from the world bank annual reports,and pay close attention to the senior executive personal tendency and big power politics which have impacts on the development strategy of the world bank.This paper puts forward that when China promotes the international development agenda through the World Bank,China should know deeply about the its assistance work,avoid its aid strategy deviation,so as to get better cooperation with the World Bank.
