Work and employment rights is the most basic human rights of persons with disabilities.It's an important rights as same as ordinary people to enjoy.And It's a subject to legal protection.Since Reform and Opening-up,all levels of Government has paid high attention to employment of persons with disabilities has developed a range of disability employment policy and related laws and regulations.And from a variety of sources,a number of aspects to take support measures to further increase investment in management and employment of persons with disabilities,and increasing employment opportunities for persons with disabilities,continued improvement in employment conditions,employability has been continuously improved.However,restricted by the current conditions in the process of employment of persons with disabilities,low levels of employment of disabled people,Labor remuneration less skills training for disabled people also enough and so on,to some extent,serious impact on the employment of disabled people results.Therefore,this thesis,the implementation of employment policies from the perspective of analysis and research,analysis of the employment status of disabled people,problems,causes and countermeasures were put forward.This article take surveys,literature research,data analysis and other methods,based on humanistic values,public policy theory and policy implementation model based on the theory of Smith,focus on employment for disabled people,according to the proportion of employment and self-employment are the three major forms of employment made in corresponding employment policy effectiveness and problems are analyzed and summarized.By identifying problems,summarize the employment of disabled people in the implementation of policies blocked the main reasons include:environmental factors,employment policy is unreasonable,implement process receives block,with its own less than four.Lianyungang was also selected as a case study,working age disabled people certified in Jiangsu province based on survey data,focused analysis of the local employment situation,existing problem and a comprehensive analysis of the implementation of the benefits and the cause of the problem.Case analysis of the above issues analysis and reasons offer strong support,and research to get closer to the truth.Finally,based on systematic research to further improve on the basis of disability employment policy implementation of specific measures,includes four points: first by improving the public service of disabled people,development and employment of disabled people and promote Socialist values,eliminating discrimination and prejudice,improve the employment situation of disabled people.Second,full investigation,expanded social participation in policy rationality and quality,optimize the employment of disabled people policy.Third,strengthening the level of governance and coordination,binding sector,reducing blocking in the policy implementation process.By increasing the employability of disabled people,change the sense of employment of disabled people,to make up for shortcomings of disabled people.
