Research On The Implementation Of Employment Policy Of Landless Peasants In Nanchang Under The Background Of New Urbanization

Nanchang new urbanization is carried out in the concept of “people-oriented” and in the principle of ecological priority and moderate progressive. With the rise of the urbanization rate and the amount of land-lost peasants, government formulates and implements a series of policies on people’s livelihood in line with the the purpose of serving the people and the requirements of the new urbanization. In the people’s livelihood, employment is the basic of people’s livelihood, important content of new urbanization and land-lost peasants‘ most concerned topic. The research of this thesis is the important part of new urbanization research, meanwhile, it is also an attention to current employment problem of land-lost peasants. Because land-lost peasants employment policies under the new urbanization background is included in the specific policies from the central to local governments at all levels to promote the new urbanization, the research picks up some land-lost peasants employment policies from all specific policies of Nanchang new urbanization to have a special study. From the view of policy effects, the implementation of the employment policy directly affects the realization of policy goal. Therefore,the subject of this thesis is employment policy implementation. The author adopts literature research and field study of questionnaires to collect materials about Nanchang land-lost peasants employment policy implementation under new urbanization. It can be found policy implementation deviation through analysis. These deviations are found by questionnaires to peasants, for example, policy propaganda is not enough, communication between the executors and the unemployed person is not in time, education training does not meet the real needs of the land-lost peasants and so on. If deviations continue to increase, it will affect policy target realization. Therefore, it is necessary to have a deep study about Nanchang land-lost peasants’ employment policy implementation under the background of new urbanization. This provides reference for correcting deviations.The main contents of this thesis: the first part is the introduction, mainly elaborating background and significance of the research topic, review of relevant literature at home and abroad, research contents, research methods, innovations and “Principle of Humanism” and the Smith policy implementation model, Mc Laughlin mutual adaptation model. In the first chapter, the author firstly compares new urbanization with traditional urbanization about employment policies and policy implementation. Secondly, the thesis puts forward the effects and problems about Nanchang land-lost peasants employment policy implementation under the new urbanization. In the second chapter, the thesis adopts Smith policy implementation model and Mc Laughlin mutual adaptation model to analyze reasons. In the third chapter, based on the problems, the thesis puts forward some suggestions to improve employment policy implementation.
