With the rapid development of our economy and the continuous improvement of the level of urbanization,the housing problem has become a bottleneck which restricts the development of our country city.And with the high enthusiasm for housing of the purchase and the wanton speculation on the property market of the real estate business,the residents’ housing problems are emerging.The housing loan of commercial bank plays a certain role in solving this problem,but it has many problems,such as high interest rate and complicated procedures.With the deepening of housing reform,the Housing Public Accumulation Funds Loan came into being.And with the lower loan interest and simple application process,it has been welcomed by the vast number of residents.However,when the Housing Public Accumulation Funds Loan in other area develop rapidly,the Yanbian area is lagging behind.Therefore,we must carry on a detailed analysis of the problems and causes of the Housing Public Accumulation Funds Loan in Yanbian area,in order to put forward some suggestions on the development of the Housing Public Accumulation Funds Loan in Yanbian area.The research of this paper will provide a feasible and instrucive for the improvement of the Housing Public Accumulation Funds Loan in Yanbian area.Based on these,the paper takes the Yanbian Korean Autonomous Prefecture as the research object,and uses the research method of quantitative analysis,qualitative analysis and normative analysis to study the the Housing Public Accumulation Funds Loan in Yanbian area.In the first chapter,the author firstly describe the background,purpose and significance of this article,then carry out the literature review from two angles at home and abroad,and finally summarize the research contents and research methods.In the second chapter,the author gives a brief account of the theory of the Housing Public Accumulation Funds Loan,such as The Theory of Western Social Security,The Theory of Compulsory Saving,The Theory of Principal-Agent,The Theory of Group Decision-Making,The Theory of Mutual Aid and so on.In the third chapter,based on the introduction of types and repayment methods of the Housing Public Accumulation Funds Loan,the article analyzes the current situation of the Housing Public Accumulation Funds Loan in detail.In the fourth chapter,on the one hand,the author summarize the problems in detail of the Housing Public Accumulation Funds Loan in the view of management,execution and system;and on the other hand,the author analyzes the causes,that is,its own defects and the lag development of the Housing Public Accumulation Funds Loan,and the management restrictions.In the fifth chapter,the paper puts forward some countermeasures and suggestions,one is doing the integration of organization management and prevent policy loopholes,improve loan system,strengthen internal management and strict requirements,make the perfect management system of making loans from the perspect of management angle;two is managing of indevidual housing loans,improving the personal credit system,increasing efforts to crack down on "Piandai"behavior,strictly controlling the provident fund loan process in the view of system angle;three is properly handling the behavior of"Commercial transfer fund" in Yanbian area and perfect the legal system of provident fund loans from the aspects of policy and legal. |
