With China's economic and social development,people's demand for transportation services is increasing.Air travel way for its convenience and comfort gradually becoming the preferred option for the urban population.Currently,airports are mostly found near major cities.The relative small number of such facilities cannot satisfy the huge demand for travel.To bridge the gap between supply and demand,the Ministry of Transport,Civil Aviation Administration of China,and local governments planned to build a number of airports.Construction work has already begun for major projects such as Beijing Daxing International Airport and Chengdu Tianfu International Airport.However,civil transport airport belongs to the typical “NIMBY” construction projects,called a "NIMBY mass event",while they bring convenience for the common people,at the same time,they also introduce such negative externalities as environmental and noise pollution which easily influence the nearby residents' daily life.When these adverse effects intensified,residents will have strong motivation and ability to organise and oppose the construction of such infrastructure,resulting in difficulties that will cause delay or even cancellation of the projects.The current research of Nimbyism focuses on definition of "NIMBY facility" and formation of "NIMBY mentality" as well as "NIMBY complex".However,less attention is given to the governance of NIMBY project,making it challenging to offer any effective guide and reference to actual project management for organisations.Based on the analysis of the above,this article adopting a perspective of the needs of airport project management,focuses on discussing the prevention and control of risks arising from airport construction and operation undertaken by state-owned enterprises.Firstly,we introduce the current status of airport development plan and concept of NIMBY mass events and highlights the necessity and significance of prevention and control of NIMBY mass events for construct and operate state owned enterprises.Secondly,from the study of theories and tools of risk management as well as analysis of the reasons and patterns of NIMBY mass events occurred in the past few years in China,we identify the source of risk that might cause NIMBY mass events during the construction and operation of airports;build a risk assessment model based on environment impact assessment(EIA)and analytic hierarchy process'(AHP)systems;propose rational ideas to prevent and control the risks of NIMBY mass events for airports.Thirdly,using Chengdu Tianfu International Airport project as a case,this paper verifies the feasibility and rationality of NIMBY combination assessment model and related prevention and control measure.This paper offers some direct reference for the decision makers and executives on the construction and operation of civil transportation airport as well as of military airport,utility airport and other NIMBY projects.
