Study On The Planning Method Of Public Space In Small Towns Based On PPP Mode

The current small towns in our country usually plan a lot of public space,but they can be built little,even if built is not good maintenance,leading to the decline of their quality;On the other hand,private developers build some open space.their quality is better,but only be used in the community,and be separated from the surrounding public space.This paper analyzes the financial sources of small towns government,the existing land use control technology and the land policy,and find that the important reasons are that the limited financial capacity of small towns government and public space is built and maintained by government independent investment and lack of market participation,and the planning of small towns directly cause the market and government cannot to cooperate in the construction and use of public space.Through the analysis of PPP adaption of the current public space planning in small town,it is found that the current public space planning in small towns is not enough to support the PPP mode.And then,this paper discusses the significance of small towns public space using the PPP mode to construct and maintain,and discusses the possibility of the construction and use of public space in small towns through case analysis.On this basis,the planning method of small towns public space suitable for PPP is studied.This paper mainly studies its general idea,and specific public space planning method,and takes "the waterfront open space of intersection of Luohe and Gao Shahe " as an example to conduct an empirical study.Through the analysis,the main conclusions are:(1)The construction and use of public space in the current small towns are independent of the government,lacking of social participation,and can not fully play the role of the market,and while the limited financial capacity of small towns government.These lead to the implementation and planning of construction and use of small towns public space in our country are huge deviation,and lead to public-private dichotomy commonly,and lead to the demand for habitat for human living growing fast and cannot be satisfied.(2)The public space planning of the current small towns in China is based on the planning model under the public and private system,which is seriously inadequate in supporting the PPP mode.(3)Let the market participate in the construction and maintenance of public space in small towns is an efficient means to promote the construction and use of public space in small towns.(4)Some examples show that it is possible to let the market to participate in the construction and maintenance of public space in small towns.(5)To improve the public space planning methods,such as control line demarcation method,public space index system,construction and maintenance responsibility body,space usage regulation,we can support the PPP mode of public space construction and maintenance in small towns.Among them,by delineating the urban green line and the urban red line,it can ensure that the public space system is not destroyed;By determining the public space index,the total amount of public space can not be cut;Through clearing the subject of construction and maintenance and establishing the provisions of space using,the quality of public space can not decline.(6)The case of "the open space of waterfront along the intersection of Luohe and Gaoshahe " shows that the public space planning method suitable for PPP is feasible.
