Since the new round reform of provincial association,rural credit cooperatives of Tai’an City have based on their own reality,conformed to the requirements of the reform,and strived to promote the smooth completion of the reform.Although thereform of Tai’an City’s rural credit cooperatives may exist all sorts of limitations,and havemany places need to improvein theory,great changes have taken place in Tai’an City’s rural credit cooperatives in the past few years of reform.A series of problems encountered in the reform are gradually being resolved.The city’s rural credit cooperatives in the reform won the rebirth.For example,industry vitality is enhanced,business scope is expanded,management meanshave become increasingly diversified,andsocial credit steadily increases.The market confidence and social image of the rural credit cooperatives have reached an unprecedented historical high.The development course,development model,development status and many problems faced after restructuring of agricultural firmsof Tai’an City’s rural credit cooperatives are analyzed and summarizedin this paper.At the same time,this papercompares the experience of successful area bydrawing lessons from foreign rural cooperative finance and rural credit cooperatives reform in China.In view of the problems in the development of rural credit cooperatives in Tai’an City,a series of countermeasures and suggestionsare put forward to promote the development of rural credit cooperatives(agricultural businesses)in Tai’an city.Through the study,the following conclusions are drawn:(1)In the restructuring of domestic rural credit cooperatives in the five modes of comparative analysis found that rural commercial bank mode unified legal mode to maximize the elimination of all sorts of problems left over from the original rural credit cooperatives reform period,and low cost,the difficulty of reform is relatively small,the surrounding area of Tai’an city to adopt the model of rural credit cooperatives more therefore,more suitable for the current development of the actual situation and the reform of rural credit cooperatives of Tai’an city requirements.(2)Through the comparative analysis of the five modes of reform of rural credit cooperatives in China,it is found that the unified corporate model of rural commercial bank mode can maximally eliminate the problems left over from the period of the original rural credit cooperatives.It is more suitable for the actual development and reform of the county rural credit cooperatives in Tai’an city.(3)It is found that a series of problems are the main problems in the development of rural credit cooperatives in Tai’an City,which have not been solved yet,such as unclear property rights,heavy historical burden,defects of management system,imperfect corporate governance,rigidity of management mechanism,internal control weakness and credit risk.Even for the restructuring of rural commercial bank,the development of rural credit cooperatives in Tai’an City will continue to be many constraintsif these problems are not solved.(4)Tai’an City,rural credit cooperatives to seek development,only in the reform of the system is far from enough,in the future development needs to be improved in the following aspects:the first is to establish a modern system of property rights;the second is to increase policy support efforts and get rid of the historical burden;the third is to establish and improve the management system of rural credit cooperatives;the fourth is to improve the corporate governance structure;the fifth is to improve the level of internal control and management;the sixth is to establish perfect risk management system of rural credit cooperatives;the seventh is to increase the intensity of financial innovation.
