Rural credit cooperatives in rural areas as an important part of financial cooperation, since its inception in promoting economic and social development has played an important role. Since the reform and opening up, with the continuous economic development and further promote financial reform, rural credit cooperatives experienced a constant development and improvement process. With the gradual deepening of reform, rural credit cooperatives in promoting economic and social development, especially to support the "three rural" and the SME play an increasingly important role. Although the reform of rural credit cooperatives have achieved good results, but has long been affected by the planned economy, a heavier historical burden and low levels of human capital and other factors, the current round of reform there are still some problems, including the real corporate governance structure has not yet fully established, it is difficult to form a sound and comprehensive supervision and checks and balances, the lack of a sound internal control system and the like. Therefore proposed the establishment of "property rights, capital adequacy, mechanisms, strict internal control, safe operation, good benefits," the rural commercial banks in order to solve the shortcomings of the last round of reform of exposure, and promote sound and rapid development of rural credit cooperatives.
