Since the beginning of the 21 st century,the world has been closely following the same problem: population aging.Whether it is developed countries or developing countries,the rapid growth of the aging population has become the world's urgent need to solve the problem,of course,our country is no exception.According to statistics show that by the end of 2015,China's elderly population over 65 years old has 14.38 million people,accounting for 10.5% of the total population.According to experts predicted that by 2050,China will become the world's largest elderly population,the elderly population will reach an astonishing 480 million.And with the level of science and technology,health care technology,food conditions and other factors to improve and improve the average life expectancy of our population is still rising,aging and even aging problems become increasingly serious.In addition,we are faced with the risk of aging to aging.The prevalence of senior citizens increased significantly,the demand for nursing gradually increased,how to build a reasonable long-term care insurance model to address the huge market demand is one of the priorities of our government's next work.Japan,as the world's most aging country,has a very rich and effective experience in tackling the problem of the elderly,and care insurance is one of the practical strategies.Japan's long-term care insurance,also known as nursing care insurance,as early as 1960 began to plan the development of care insurance system,when Japan's aging rate was 5.7%.1962 visit to care(home help service)career creation,1963 "elderly welfare law" to develop a clear access to the legalization of care,and then after 40 years of continuous exploration and development,in April 2000 the formal introduction of Japan Care insurance law,the care insurance into the social insurance system.In this paper,through the analysis of the Japanese nursing insurance model,the successful experience of the Japanese model and the existing problems,because Japan is our neighbors,and in the way of life,cultural concepts and family structure and China has many similarities,Therefore,this paper to Japan as a reference for China's long-term care insurance system to make recommendations.This paper first summarizes the relevant conceptual theories of Japanese nursing insurance system,and then analyzes the reasons for the establishment of Japanese nursing insurance from the perspective of population aging,and analyzes the current model,level and utility of the existing insurance system Conducted a systematic discussion.Secondly,it mainly studies the background of Japan's insurance system and sums up the lessons of development,which involves the reasons for the establishment of the system,the reasonable system model and the appropriate level.Mainly on the payment of nursing care insurance,the level of payment to conduct research and study,to obtain a reasonable level of insurance,and led to the Japanese nursing insurance problems.That is,the level of fiscal expenditure is too high,the process of service is not fair and the level of regional differences in the level of payment.Based on Japan 's care insurance,combined with China' s national conditions,from the model,level and feasibility analysis to build a reasonable nursing insurance system.Finally,the combination of the theoretical suggestions obtained in the theoretical analysis is combined with the actual situation in China,and the four-point optimization design concept is put forward.1.Establish a reasonable model for long-term care insurance.2.Design the government,enterprises and individuals to raise the appropriate level of tripartite.3.Strengthen the long-term care insurance professional team building.4.Strengthen the local long-term care insurance and service resource allocation.
