Research On Access Network Project Management Mode

As China Telecom has reduced the investment in access network project year by year and the market share has increased steadily,the contradiction between network investment and market development has been intensified increasingly.In order to promote the sustainable development of access network engineering construction in Dongying,the Network Development Department must make further reform and innovation.This paper analyses the Telecom access network project in Zhongke Park,Economic Development Zone,Dongying City from 2015 to 2016 thoroughly as a typical case by using the theories,methods and process control of project management,and finds out the main problems existing in project management of city-level telecom companies,such as time-consuming investment approval stage,cumbersome process,insufficient inventory,prolonged purchasing period,less evaluation on the performance of Network Development Department,imperfect construction specification and incomplete post-evaluation mechanism,etc.Aiming at the main problems discovered in the project management of Zhongke Park,this paper explores the improvements in the original project management,summarizes the problems existing in the three stages(project approval stage,construction stage and service stage)of access network engineering project,and proposes the countermeasures for optimization or reform:Firstly,at the approval stage of access network project:the project approval management shall be innovated,the project approval process shall be simplified,the decision-making level shall be adjusted and a green channel shall be opened;Secondly,at the construction stage of access network project:the project construction management mode shall be innovated and the access network construction specifications shall be optimized and improved;the engineering materials purchasing and inventory management shall be optimized;a network resource efficiency responsibility and appraisal system shall be established;At last,at the service stage after the access network project is delivered:the post-evaluation mechanism shall be perfected and a long-term project management mechanism shall be promoted and completed.The study in this paper will be a helpful reference for telecom access network project management in future.It is also of guiding significance for improving the management level and the investment efficiency control measures of Network Development Department and helps the stable and long-term development of telecom market.
