| Under the background of the recovery of global economy and goods trade,the network car-renting,as one of the new forms of trade in services,not only greatly change the supply of public transportation,and market structure,but also induce the competition between the countries all over the world.The network car-renting involves the market demand and the problem of fair competition,and reflects the conflict between the Shared economy and the old structure,which involves how to adapt to the market,the urban traffic control department.The paper finished by the combination of theory and case study research method.First of all,the technical and economic characteristics of the network car-renting is the basis of the full paper.Secondly,with the aid of existing literature to clarify the nature of the web about car,the author determine the legitimacy and goal about the network car-renting.Under government regulation perspective,the network real-time matching of supply and demand information,makes the traditional quantity,price controls lose the legitimacy.Also,in achieving economic efficient matching relationship between time and space at the same time,the network car-renting could cause of urban traffic congestion,environmental pollution and safety accidents such as externalities as the foundation of restrictions.On the basis of theoretical analysis above,this paper take Beijing(China)and California(United States)for example,and analysis respectively from the angles of control contracts and control tools to study the different regulation effect of the government.The results show,California model is more advantageous to decrease the cost of government regulation;From the Angle of regulatory tools,the choice of regulatory tools of Beijing and California cannot be treated easily,for it has to depend on its situation,such as the development needs of their city.But the use of disclosure of information tools is both emphasized.Finally on the basis of the above conclusions,this paper puts forward a more effective mode,and makes the "information disclosure" suggestions. |
