The Study On The PPP Special Purpose Vehicle Performance Evaluation Index System Based On SNA

PPP(Public-Private-Partnership)model has obtained the widespread application in project management in recent years.And the SPV(special purpose vehicle)which plays a significant role is very important to PPP.However,whether in academia or in practice,there is few study on performance evaluation of the SPV.Neither a completed system to evaluate the performance of PPP SPV has been developed.Therefore,a study aimed at performance evaluation to the PPP SPV becomes very necessary and urgent,which is also significant both in theory and in practice.The thesis firstly reviews the foreign and domestic current study status on performance evaluation to corporation and to PPP project.And then carries out deep analysis on theories i.e.the stakeholder theory,the SNA(social network analysis),and the corporation performance evaluation.Secondly,by consulting literature and interview in business circles,5 core stakeholders of PPP SPV and their corresponding Performance Index are identified.After making amendment and improvement,33 key performance indexes are sorted out.Meanwhile,by the means of focus group interviews,the importance of individual index is determined,and the relationship matrix between the performance indexes is constructed.Thirdly,with the help of SNA commonly used software UCINET,the thesis sorts out 3 main measure indexes i.e.network density,point centrality,constraint of structural holes to make detailed analysis on performance index measurements for 3 periods namely construction,operation and transfer in whole life circle.Then,deep discussion and research on each index's location,the mechanism of their relationship and interaction in the network were taken.By contrasting the single weight with the network-structure-weight of each index,the latter was selected to be the weight of performance evaluation,and accordingly a completed performance evaluation system was built.This thesis try to build a performance index system based on index's network relationship by resorting to social network analysis.It does not only provide the basis and guidance for performance evaluation and operation management to SPV with PPP background,but also inspire new thinking and methods,expand the research application field of SNA,and further enrich and improve the theory of performance evaluation.
