As an important support for the modern economy,energy is the basis for human survival and social development,and plays an indispensable role in promoting economic and social development.In recent years,China’s growing demand for energy consumption and the irrational energy consumption structure caused a series of ecological and environmental problems.The development of new energy industry has become an important way to solve the contradiction between economic development and environmental protection.New energy industry,as a high-tech industry,its high scientific and technical requirement and promotion cost are not fit for the traditional development mode.However,the formation of industrial agglomeration is beneficial to obtain external economies of scale for new energy industry and promote the optimal utilization of resources.China’s new energy industry cluster development is in the primary stage and the level of industrial development is low.Objective understanding of the current situation of China’s new energy industry gathering and in-depth study of the impact factors of the new energy industry cluster development are conducive to judge the plight of the new energy industry accurately and take corresponding measures,promote the formation of new energy industry agglomeration,accelerate the development of resource-saving economy.Based on the existing research analysis and the relevant theoretical knowledge,according to "China Energy Statistical Yearbook," "China Statistical Yearbook" and"Chinese Yearbook of Industrial Statistics",this paper measures China’s new energy industrial concentration degree from 2000 to 2014 using location quotient method and CES method.Then,it analyzes the regional differences and time trends of industry concentration by using the spatial distribution of cluster coefficient.Finally,it researches the influencing factors of new energy industrial concentration degree using spatial panel model and put forward relevant policy recommendations to promote the formation and development of new energy industry agglomeration.The empirical results show that:(1)the provinces with high energy industrial agglomeration are located in eastern and southern coastal areas and the middle reaches areas of Yangtze River.The provinces with low energy industrial agglomeration,such as:Xinjiang,Inner Mongolia,Qinghai,Shanxi and Heilongjiang,are located in central and western regions.Among them,the provinces with high degree of concentration,such as:Zhejiang and Guangdong,whose clustering coefficient is in slow-growing,are difficult to develop industrial agglomeration further.The clustering coefficients of Liaoning province and Anhui province increase rapidly,which accelerates the formation of industrial agglomeration.(2)China’s new energy industrial agglomeration has a significant positive correlation,and its Moran’s I value is rising as time changes.New energy industrial agglomeration mainly has two modes:the provinces with high energy industrial agglomeration tend to be close to other provinces with high energy industrial agglomeration;the provinces with low energy industrial agglomeration tend to be close to other provinces with low energy industrial agglomeration.(3)the increase in per capita GDP and railway mileage will promote the development of new energy industrial agglomeration.But it has a negative spillover effect,namely,the increase in per capita GDP and railway mileage of neighboring provinces will not be conducive to the development of new energy industrial agglomeration of the province.The increase in R&D of the province and the neighboring provinces will promote the development of new energy industrial agglomeration.The increase in energy consumption of the province has a negative influence effect on the development of new energy industrial agglomeration,but the increase in energy consumption of neighboring province has a positive influence effect on the development of new energy industrial agglomeration.There are several main innovation points of the paper:firstly,the research level targets at the country’s 30 provinces(municipalities and autonomous regions)(excluding Tibet),which has a systematic study on new energy industrial agglomeration of the whole country.Second,it utilizes location quotient method and CES method to measure the degree of China’s new energy industry agglomeration,ensuring the reliability and accuracy of measurement results effectively.Third,the addition of space factors into influencing factors analysis by establishing spatial panel model avoid the regression errors caused by ignoring regional differences.However,owing to the limitations of the available data,manpower,time and other factors,the operability and practicality of measurement methods are poor.Measurement methods used in this paper were fairly basic,if conditions permit,could use other reasonable and effective methods to measure new energy industrial agglomeration.In addition,the indexes of spatial panel model can be further supplemented and perfected,such as:policy factors,industry factors and financing factors. |
