The technology business incubator as an important carrier which can effectively nurture start-ups and entrepreneurs, are valued by more and more countries (regions) and scholars. Now incubators have become an important driving force of the new economy, particularly in the training of small and medium enterprises. The network platforms of business incubators play an irreplaceable role as channels for outside to know the incubators. And they are also fast and effective platforms for start-ups to link investors and other related institutions.Firstly, the paper studies the regional differences, agglomeration degree and the input-output efficiency of the national business incubators in 29 provinces of China from 2009 to 2012. Based on data envelopment analysis(DEA), the paper uses the global and local spatial autocorrelation analysis to analyze the spatial correlation and patterns of the national incubators. Secondly, the paper researches the agglomeration degree and the efficiency of technology innovation. Then the paper analyzes the impact of agglomeration degree on the efficiency using panel data model. Finally, the paper researches the network platforms of business incubators. They are effective platforms for start-ups to link investors and other related institutions. The paper carries out a word frequency analysis and correspondence analysis to six kinds of incubator network platform contents, including incubators in mainland China and Taiwan, professional, integrated, career and enterprise-type incubators, then compares characteristics of the keywords picked up from all the incubators network platform.The results indicate that the national incubators have a huge difference in numbers,the efficiency of input-output and technology innovation. They have an uneven distribution. The number of the incubators and the combined efficiency display spatial autocorrelation, while the pure technical efficiency, the scale efficiency and TFP don't display spatial autocorrelation. The agglomeration degree has a negative impact on the efficiency and finally proposes the policy recommendations so as to improve the efficiency of technology innovation.
