Development of new energy industry is the inevitable path which can develop low-carbon economy and optimize the industrial structure t for sustainable development . New energy industry cluster is the main development mode of a new energy industry. new energy industry large-scale development can promote industrialization and economic growth. Baoding As the "China Power Valley ", mass effect of new energy industry has become increasingly apparent after years of development. LQ value increased year by year, from 1.06 in 2006 rose to 1.60 in 2009.Baoding establish a new energy and energy equipment industry cluster which take photovoltaic energy,wind power as the key, power transmission and electric power automation equipments as the foundation. Output share from 12.25% in 2005 to upgrade to 28.26% in 2009. new energy industry has become an important engine of economic development and stimulate the economic growth in Baoding .This total is divided into five parts.
