The Research On Suzhou Land Consolidation Status,Problem And Countermeasure

As an important means of national food security,the land consolidation is always valued highly by the Party and the nation.Since the Eighteenth CPC National Congress,the nation gives a series of important instructions on the cultivated land protection and makes newer,higher and stricter requirement on land consolidation work.Under such new situation,it is very important to implement researches on land consolidation work at Suzhou,analyze problems encountered in the work and contradiction needed to be solved and come up with corresponding countermeasures and suggestions,which will promote overall working level locally and perfect pertinence and scientificity of policy decisions.Combined with Suzhou current land utilization status and potential features,this thesis will use document and system analysis as well as investigation to do research on Suzhou land consolidation work during the Twelfth Five-Year Plan.According to basic theory and relevant principles,this paper will aim at the problem of different types of land consolidation project to do its genetic analysis and finds out the contradiction within current land consolidation work.Besides,it will also bring up suggestions to perfect Suzhou land consolidation work from the view of both theoretical research and practical work.The research shows that Suzhou land consolidation work is in the comprehensive advancing stage during the Twelfth Five-Year Plan and there're some problems within many projects during the implementation process.The contradiction of land consolidation work mainly lies in four aspects.They're resources and protection,policy target and development reality,management system and work requirement and capital demand and investment mechanism.It should perfect policy target and standardize project implementation management,combine with work arrangement to strengthen construction of cultivated land quality and explore policy innovation and broaden capital investment channel so as to solve the realistic contradiction,promote working level of land consolidation and provide basis for local government to decide the land consolidation work.
