The central government encourages transferring collective construction land,realizing"the same right and the same price for the same land" between the collective construction land and the state-owned construction land.Local governments have accumulated much experience via carrying out the collective construction land market directly around the pilot work.How the collective construction land management into the existing management system of urban construction,realize the "state" and "collective" binary structure and axle is becoming a hot spot of pilot work is also the focus of the academic discussion and therefore the topic of this article.Firstly,this thesis elaborates the research necessity and practical significance of the collective construction land circulation,through literature review summarizes the current main content of the research topic involved accordingly put forward his proposition and briefly introduces the relevant concepts and theoretical basis.Secondly,the thesis introduces the present situation and problems of collective construction land use in Beijing,including the overall situation and the usage of partition county respectively from use,quantity,efficiency and structure four aspects and employs DaXing and ChangPing district as and the cases in Beijing to evaluate the benefit of collective construction land use.Finally,the thesis presents the problems in the collective construction land use in Beijing,principle of the system reform and relevant political implications.Research conclusion:1 the collective construction land in general are "small,scattered,broken" distribution,increase gradually from city center to the outside,and beyond six ring increases rapidly.Total scale very unequal in each district and county,district development potential of the large scale development of late,some districts have no land development.City function zone profit-oriented land proportion is higher than other types of land use,high proportion of land used for urban development zone industrial and mining warehouse and ShangFu land.The sum of land for ecological conservation development area ShangFu and industrial and mining warehouse is lower than the average in the city.Various USES the size distribution of reflected from the city center to the periphery,the proportion of ShangFu land falling,the proportion of land for industrial and mining warehouse top on the fringes of the city center,to the good trend.Research conclusion 2:in serious irregularities exist in the process of use and low efficiency and income distribution chaos uneven development,which puts forward the thoughts of the reform of the system and the principle is based on the existing legal framework,according to the same land rights thinking,targeted measures including in solving the problems left over by history on the basis of speed up the approval agencies,explore diversified circulation mode,build the benefit sharing mechanism,etc.
