The level of financial expenditure on science&technology will exert the key influence to regional science and technology development.On the basis of dynamic comprehensive evaluation of financial expenditure levels of science&technology in China,in the view of analysis of spatial difference and the measure of yardstick competition effect,the research has explored the spatial difference of regional financial expenditure on science&technology in tools of spatial visualization technology and statistical analysis.And the research will discuss whether there is the Yardstick Competition effect in regional financial expenditure on science&technology.If it does exist,the research try to measure the size and direction.The result has a certain theoretical value and practical significance to coordinate the regional financial expenditure on science&technology.First of all,the research has a summary analysis to the research background,the significance of the selected topic and the present domestic and foreign research situation.Meanwhile it explains the theoretical connotation of yardstick competition effect.Secondly,in order to objectively compare and deeply analyze the district financial expenditure levels on science&technology in China,the research selects four indicators to of per capita financial expenditure on science&technology,the ratio of financial expenditure to the total financial expenditure on science&technology,the growth rate of per capita financial expenditure on science&technology,and the growth rate of financial expenditure on science&technology with the analytic hierarchy process,carrying a dynamic comprehensive evaluation to financial expenditure levels on science&technology in the national area of 286 data available cities.Thirdly,in the method of the ESDA(Exploratory Spatial Data Analysis,Exploratory Spatial Data Analysis),the research analyzes the regional Spatial correlation characteristics of financial expenditure level on science&technology,and through the use of Gene coefficient decomposition method and polarization index method,it carries on the thorough analysis of spatial difference of regional financial expenditure on science&technology.And then by using the Spatial Dubin Model,the research measures whether there is the yardstick competition effect in regional financial expenditure on science&technology and the size as well as direction of its existence.Through the decomposition of direct,indirect and total effect,the research has carried on an analysis of the result of measurement.The result shows that the level of regional financial expenditure on science&technology in our country has some increase in recent years.But its space-time evolution shows the characteristics of path dependence and an obvious spatial difference as well as the characteristic of regional imbalance development.At the same time,there is an significant effect of yardstick competition.Based on the research above,the research sums up the countermeasures to coordinate the regional financial expenditure on science&technology,such as perfecting the relevant laws and regulations,establishing the municipal government assessment mechanism,strengthening regional resource allocation in overall planning,strengthening regional cooperation and optimization of industrial structure,etc.
