Scientific and technological innovation is an important factor leading the economic and social development of a country or region.The research achievements of scientific and technological innovation have the attributes of public products.They also have high cost and high risk of failure.So China’s scientific and technological innovation research relies heavily on the support of government funds.At this stage,although the government attaches great importance to the development of the science technology industry and continuously increases the investment in it,there are still some problems.On the one hand,it is difficult for the state to grasp the efficiency of the use of fiscal technology funds by government departments.This is not only conducive to the full play of the benefits of fiscal expenditure on science and technology,but also makes it impossible for government departments to find out their own problems in the process of financial science and technology fund management.On the other hand,the economic development mode of prefecture-level economic departments is gradually guided by resources to technology.How to make its limited financial technology investment to maximize the output benefits to promote the virtuous circle of regional economic development has become an urgent problem to be solved.It has a great significance to study the efficiency of local and municipal fiscal expenditures and to explore their influencing factors.This paper explores the efficiency of Fujian’s fiscal technology expenditure and the relevant factors that affect its efficiency.First of all,the literature is combed from the research on the efficiency evaluation of financial science and technology expenditure to the related factors of it.Secondly,it analyzes the current situation related the efficiency of fiscal expenditure on science and technology in Fujian province.Then,the DEA-Malmquist model is used,from the static and dynamic aspects,to evaluate the efficiency of Fujian fiscal expenditure on science and technology on the provincial and municipal levels.Meanwhile,based on the Tobit model,I used panel data of the nine cities in Fujian province from 2007 to 2016 to analyze the possible influence factors of fiscal expenditure on science and technology in Fujian province.Through the above research,it is found that:(1)The total investment in science and technology in Fujian Province accounts for a relatively small proportion of total fiscal expenditure,and the proportion of investment between the nine cities is very different.(2)In theanalysis of Fujian’s fiscal science and technology expenditure efficiency,the invention patents and technology turnover have insufficient output and R&D personnel have input redundancy,which indicates that their technological innovation has weak ability to transform into real productivity and the potential of scientific and technological personnel is not fully utilized.(3)The efficiency of fiscal expenditure on science and technology in nine cities of Fujian Province has been generally unsatisfactory in recent years,which is mainly due to the lack of scale efficiency.(4)Analysis of factors affecting the efficiency of fiscal science and technology expenditure shows that the level of regional economic development,the intensity of R&D investment,and the situation of high-tech enterprises have significantly promoted the efficiency of Fujian’s fiscal science and technology funds,and the scale of local government has Negative impact.Finally,combining the conclusions of this article and the current situation of Fujian province,I propose some advices on how to improve the efficiency of fiscal expenditure on science and technology of Fujian province.For instance,an appropriate adjustment on fiscal expenditure scale,an adjustment on R&D funds structure related two aspects of R&D funding sources and expenditure,give full play to the potential person,promoted transformation of scientific and technological research achievements to actual productivity. |
