Difference of regional economic growth is prevalent around the world. In order to reducethe difference, regI-Onal overall planning has been brought into development blueprint fromcentral government to the local. Regional policies, as visible hands, play part in optimizingresource allocatI-On and controlling the global. With the changes of time, however, regionalpolicies are not sure to meet the practical demand so that scientific evaluatI-On is needed toanalyze the current and future status.In the thirty years after the Reform and Opening, economic and social development inGuangdong Province has gained great achievements with obvious shortcomings. It isincoordinate problem in social development. A series of measures have been taken but theeffect was passed different judgments on.In taking the eastern, western, northern Guangdong as the research object, the researchevaluates the regional policies in this area in the thirty years after the Reform and Openingusing theoretical and empirical analysis, qualitative and qualitative analysis.Part I: Expounding the background, the targets and the methods of the research.Part II: Explaining the conceptions and basic theories in this research.Part III: Summarizing the regional policies of promoting the coordinated-On in theeastern, western, northern Guangdong. Besides, explaining the CGE model and its operationalprinciple.Part IV: Accounting SAM of each area on the basis of input-output table. Then,evaluating the effect of policies of financial transfer payment and industry transfer by theCGE model.Part V: Summarizing the conclusions, shortcomings and future prospects of this research.
