Construction And Analysis Of PingJiang County Green GDP Accounting System

In recent years, with the rapid development of economy, the ecological environmental pollution is becoming increasingly serious. Faced with the present grim reality, how to correct and objective evaluation of regional status and level of sustainable development gradually become a hot issue. Economic indicators of the current GDP has limitations, it doesn’t reflect the cost of natural resources and ecological environment pay for economic development. While integrated environment and economic accounting is an important judge of measure to achieve sustainable development.In order to promote the sustainable development of society and economy of Pingjiang County. In this study, through the construction of Pingjiang County Green GDP accounting system, accounting the cost of natural resources depletion, the cost of environmental quality degradation, ecological benefit improvement value in Pingjiang County during 2008 to 2013, bring the cost of resource and environment into the current GDP, and then calculates the Pingjiang County green GDP of 2008 to 2013. The main conclusions as follows:1.The results of the research on the structure and composition of Pingjiang County Green GDP showed that the cost of natural resources depletion of PingJiang County increased from 476.9338 million yuan to 686.9152 million yuan during 2008 to 2013, it present downward trend after first increased during 2008 to 2013. Water resources is the main factor of former resource depletion cost while energy and mineral resources of the later; the cost of environmental quality degradation increased from 214.0692 million yuan to 356.0481 million yuan, it present downward trend after first increased, the main factor is governance cost of wastewater; while the ecological benefit improvement value reduce from 156.5052 million yuan to 17.0051 million yuan, it present decreased trend, the main reason is reduction of new afforestation area.2.Green GDP increased from 8.377 billion yuan to 17.234 billion yuan during 2008 to 2013 in PingJiang County. Green GDP and condition GDP almost remained the same speeds as growth of index during 2008 to 2013, Green GDP’s proportion of GDP increased from 94% in 2008 to 94.38% in 2013.3.The results showed that the imbalance of economic industrial structure, the pollution of structural environment, serious ecological damage and other issues are still existing in economic development of Pingjiang County through the analysis of the changing trend of its green GDP. In view of the existing problems, this paper gives the countermeasures and suggestions:perfecting the county’s green national economic accounting system, accelerating adjust the structure of economic industrial, etc.
