In 2013,the Central Document No.1 formally proposed the concept of family farms for the first time.In the wave of new-age agricultural reform,the family farm,as a new form of agricultural management organization,grew rapidly like bamboo shoots in the vast rural areas of our country by taking the fast trains riding of agricultural modernization.The continuous development of family farms has promoted the pace of rural reform,optimized the allocation of agricultural production factors,promoted the structural reform of the agricultural supply side,and improved the effective supply capacity of agricultural products.However,family farms are also faced with many obstacles in the development process.The weak driving forces of agricultural science and technology innovation,lack of professional farm family talents,low level of agricultural financial services,poor agricultural socialization services,difficulties in land circulation and aggregation,and other problems all restrict the sustainable and healthy development of large-scale management of family farms.Based on the basic theories of economies of scale theory,land transfer theory,and institutional change theory,this article went deep into the rural grassroots and took 98 family farmers in one district and four counties of Anyang City,Henan Province as samples to investigated the status of their family farms and collected the data.This article takes the family farmer as the research object,know about the influencing factors affecting the scale operation through the investigating the actual situation,analyzed the willingness of the family farmer to scale operation,constructed the Logistic model and performed the statistical analysis by using Stata14.0 statistical software.From the data,it can be seen that the farmer's personal characteristics,family status,land circulation,and agricultural socialization service level are the main factors that affect the family farmer's willingness about scale management.The empirical analysis shows that factors such as gender,age,size of family contracted land,transfer deadline,land rent,machine quantity,and whether to enjoy preferential policies are significantly related to farmers' willingness to expand scale management.Through the analysis of the influencing factors of family farm scale operation,this paper provides feasible policy recommendations for the steady development of family farm scale management in Anyang City.From the improving of the four aspects: strengthening the cultivation of farmers' comprehensive quality,perfecting the land circulation system,implementing social support,and promoting the construction of agricultural socialized service,the farmers are guided to choose the appropriate range of family farm management scale according to the actual environment to maximize the economic benefits of family farm production and management.The willingness of family farmers in Anyang to carry out scale management should be stimulated and the subjective initiative of family farmers should be brought into play.First,we will vigorously cultivate new types of professional farmers for family farms,introduce science and technology talents to serve for rural construction,and increase learning opportunities for farmers;second,we must effectively implement land transfer policies,increase the utilization rate of land circulation,innovate the rural financial system,strengthen the protection mechanism for agricultural production investment,improve the service level of agricultural production insurance,and effectively solve the problem of shortage of farmers' operating funds.Finally,we will provide social security for the development of family farms,improve the agricultural socialized service system,promote the efficiency of agricultural production,and eliminate restrictive factors for the scale of farmer management.
