Against this background, the paper makes a theoretical research on project management and contracted energy project management, and in combination of the research achievements, explores and discusses operation models and relative support measures in PetroChina Southwest Oil and Gas Field Company. Its purpose is to apply project management theory and method in energy management of PetroChina Southwest Oil and Gas Field Company, perform energy project management in a project contract way, find out new management operation models, and realize sustainable development in energy practices of the enterprise.Based on the research of the paper, PetroChina Southwest Oil and Gas Field Company should focus on business sector development in the contracted energy project management, and proceed with such aspects as increasing efficiency and benefits of key energy-consuming equipment innovations, taking full advantage of surplus heat and pressure, and reforming recovery technology, etc. In organization, the Company should establish an organization management platform for contracted energy projects; in project management and operation, the Company should also enhance project screening and energy management service selection; in financial assets management, the Company should define accounting method and perfect budget and payment method; in HSE performance, the Company should establish an access system and reinforce HSE process management for the energy management service.
