As a big developing and agricultural country, Chinese government has made significant and constant efforts to the agricultural development. From 2004 to 2016, in successive 13 years, Chinese government's "No.1 Central Documents" focus on agriculture, rural community and farmer related issues, which are called "San Nong" issues in China. Because agriculture has its features of externalities and tender constitution, it is significantly important for the governments, especially local governments to support agriculture in terms of fiscal expense.The essay is trying to analyze the current state and the problems of the management o n the pro-agricultural fiscal fund in F City Fujian province, on the perspective of public administration. Suggested solutions will also be given in the essay, expecting the research will be give some possibly suggested solutions for F city and other similar areas.To analyze F City of Fujian Province the management on the pro-agricultural fiscal fund, found there are some problems, such as unreasonable expenditure structure of agriculture supporting fund, agriculture investment mechanism is not perfect; fiscal agriculture fund supervision mechanism needs to be improved; the fiscal agriculture expenditure performance evaluation value is not perfect and so on.By integrating the knowledge and theories of public administration with the experiences and lessons given by domestic and international related cases, the suggestions given by the author are as below:build up an investment system, to make sure a sustainable growth of agricultural supporting fund; bring in performance mechanism; innovate the agricultural supporting system and improve and perfect the supervision and administration system.
