In recent years, the investment of tourism projects are mainly from government budget due to the lack of cooperation models between government and social capital. As the tourism scale is expanding quickly and having growing impact, the development advantage is increasing important. More and more places are even taking tourism as the pillar industry and making tourism development as regional development strategy. In this context, the national budget investment has been far from meeting the needs of tourism development. Public-Private-Partnership (PPP) is a new mode of cooperation of the government and social capital to provide public goods and services. The PPP mode could alleviate finance burdens for government and reach a win-win situation for both sides. By adopting the PPP mode in the tourism development would help for realizing the strategic target of the local tourism development.So far, the central government and local government have not reached a consensus regarding to the application of PPP mode with the related policies. Additionally, there are also no series of specificate, completed, and useful operation modes of PPP in any other fields in Yunnan province which makes the application of PPP in tourism development a white space. Therefore, it is significant to promote the PPP mode studies in the tourism industry. Not only it has theoretical value, but also important practical significance.This essay summarizes research status of domestic and foreign scholars on PPP mode from the aspect of governmental management, by analyzing problems and using of theory of public products and new public management, making the point of the areas PPP mode is suitable and effective, also raising problems needed to be aware of. To conclude, this article would benefit for Yunnan tourism development and provide reference for applying PPP mode in tourism industry.
