Study On The Organization Mode Of Agricultural Land Transfer

Three rural issues has been one of the main problems in our country.One of the effective ways to solve the problem is to change the mode of agricultural development,to find a suitable mode of agricultural land transfer,and to promote the modernization of agriculture.In November 2014,China issued "on the guide of rural land management rights orderly transfer of moderate scale management of agriculture development",and pointed out that the farmer cooperative organization to encourage the development of various forms,to further promote the demonstration activities to create a society,promoting the development of farmers' cooperatives.Therefore,the land circulation intermediary service organizations are aimed at providing information transfer,promoting policies and regulations,coordinating the relationship of interests,solving dispute and so on,and finally we can reduce the cost of rural land transfer and improve the quality of rural land transfer.With the scale of land transfer,the creation and exploration of the intermediary service organization of agricultural land transfer has been paid more and more attention.Well,the agricultural land circulation intermediary service organization has become the basic platform of the land scale circulation.Farmland circulation of intermediary service organizations are also from past farmers spontaneously formed endogenous type organization into exogenous type organization of the construction of the government investment,and according to the development and change of farmland circulation around the intermediary service organization,the characteristics of the rural land circulation intermediary service organization pattern as "pengzhou land banking model","shaoxing land trust services model","chengdu land joint-stock cooperative mode" and "wuhan rural property rights exchange mode".These four kinds of organization pattern with local characteristics,each has its advantages and disadvantages.This article references for the reform of public hospitals Preker-Harding,through the decision-making,the residual claims,market competition,the accountability and social function of five dimension analysis to compare the four kinds of organizational model,found that the organization mode of regional administrative color,the applicable scope is thicker,the residual claims and competitive income-generating ability is low and lack of government financial compensation mechanism and supervision mechanism,etc.So this paper proposes to strengthen agricultural land circulation intermediary service organization and internal governance,the government and intermediary service organization function,to create agood external environment,such as policy recommendations,and through the optimization of these recommendations,build suitable for wide application of farmland circulation intermediary service organization.
