Rational utilization of rural land is related to food security and social stability. Under the national fundamental realities of more population, less land and in the tide of urban and rural construction, promoting the intensive management of agricultural and vigorously developing the scale of agricultural production is the key point of solving three-dimensional rural issues and maintaining stability of the state. However, the biggest obstacle to drive the development of intensive agriculture is the transfer of rural land.In view of the above situation, we give the example of Ningbo, Zhejiang province. Study the necessity and theoretical foundation of Intermediary Service Organizations involved in the China’s rural land transfer in a penetrating way. Then combining the empirical analysis and analyzing the positive and negative roles which Intermediary Service Organizations plays in the rural land transfer. Summarize the three patterns of rural land transfer of Intermediary Service Organizations, and finally made several perfected views according to the pattern selection. By cultivating and making well the foundation of Intermediary Service Organizations in the rural land transfer, we can change the current situation of our state:disordered transfer, unbalanced interests, low efficient and non-standard supervision.This paper first introduces the functions and advantages of the land transfer intermediary service organizations, combined with the relevant economic theory to analyze the necessity of the existence of such intermediary organizations; to Cixi, Ningbo City, Jiangbei village land transfer service organization for the research focus a comprehensive analysis of the reality of the functions and problems in these areas land transfer intermediary service organizations, and organizations classified as spontaneous, three models of policy, finance, through a comprehensive comparison of these three models, the conclusion that, spontaneous intermediary service organizations the most appropriate development process of land transfer intermediaries for Jiangsu and Zhejiang Provinces. Finally, from the protection mechanism of the intermediary service organizations, the legal responsibility of government functions and the internal construction of these four aspects of starting, make policy recommendations on the further development of the intermediary service institutions in rural land circulation.
