The Research And Application Of Project Management Optimization For Settlement Area Based On “Construction Agency System” In The Train North Station Of Qingdao

“Construction Agency System” is the project management program(known as turn-key project),that is,for the basic construction projects invested by government,government departments choose professional project construction unit(that is agent constructors)by market mechanism of bidding according to requirements of using and building function raised by users,and entrust the unit to carry out construction,hand over to the users after completion acceptance and putting on record.This paper takes the project of Qingdao North Railway Station as an example to illustrate the superiority of the construction agent system in government investment projects,the superiority is discussed from three aspects:(1)Application of project preparation stage;(2)Optimization of project planning and design;(3)Control and optimization of project implementation stage.The above three aspects,adopt the ways and methods,control and optimization measures,organizational measures and technical measures in detail,so that readers understand the agent system of the government investment project control work in various aspects of the content and advantages.The paper adopts method of illustrating example,puts full life-circle management of construction engineering project(settlement area project of Qingdaobei train station)for example,which uses construction agency system.Using the organization and structure mode adopted in process of project management by constructors,project control and optimized measures of each stage,project construction task during construction phase and the reasonable combination and application of PDCA circulation system,to show that under management mechanism of construction agency system,settlement area project of Qingdaobei station has overall superiority in aspects of planning design and examination,project quality control,progress control and management of safety production,etc.At the same time,with specialized service mode,agent constructors protect investors from changing function at will,scaling up and improving standards which lead to the phenomenon of breaking through investment budget,avoid construction and utilization integrating into one,so that effective constraint cannot be established.Effective transparency,operation and supervision mechanism exist,this avoids phenomena of “black box operation” and breeding corruption.Furthermore,“construction agency system” plays an important role in shifting government function,changing the government from micro-management and specific project to macro-management and standard market.
