With the pattern of global economic integration, our country put forward the development strategy of "going out", and increase the pace and intensity of foreign investment.As an agricultural country with a large population, agriculture is bound to open up overseas markets to practice the "going out" strategy, seeking overseas opportunities and resources. Since the 1960s, China supported Asian, African and Latin American countries to struggle for national independence and since then, established moderate neighborhood and friendly relationship. Therefore, when China decides to develop overseas agricultural market, the first choices are Asian, African and Latin American countries. China's developing overseas agriculture market, on one hand can make full use of the local exceptional natural advantages on climate, soil etc., on the other hand can learn local cash crop cultivation technology. Thus to keep advantages on foresight and pioneering while enhancing the competitiveness and market share through realizing high productivity and avoiding the trade barrier and reducing transportation cost. But there are also many problems existing in agricultural enterprises' overseas development, as lower competitiveness, lower coverage and lower proportion in total overseas investment compering with industrial enterprises represented by manufacturing. Domestically they are also facing the embarrassing situation on unbalance between supply and demand and the great demand on food brought by the huge population. The extensive agriculture operation worsened the situation of the shortage of agricultural resources. As one of the biggest importing country of agricultural products, China has a serious dependency on international market. So under the market environment of economy globalization, China must develop overseas agriculture markets. By making full use of local natural resources as climate and soil and learning local advanced cultivation technologies to improve the productivity and total yield of agricultural products in China, to meet the food requirement of China on the basis of meeting the food requirement of local people and to ensure the food security and economic stability in developing countries.In this paper, through the sort out, review and exploration of the development policy, theory and present situation of Chinese enterprises'overseas development, by analyzing the strength, weakness, opportunity and threat of Sudan New Epoch Agricultural Development Co.,Ltd's implementation of "going out" strategy with the SWOT qualitative analysis method, raises the measures and suggestions to improve its competitiveness to assure the growth and value of the enterprise under the strategy background of developing foreign direct investment and encouraging enterprises go "go out". At the same time, to provide a sample of developing overseas markets and practice "going out" strategy for agricultural enterprises of China, and to provide theoretical support for the following-up researchers in this field to go further.
