Land is the basic condition of human survival and development,but cultivated land is the essence of land resources,basic farmland is the essence of the it.The Central Economic Work Conference will take the protection of national food security as the main task in 2014,so 18 million mu of cultivated land red line must still adhere to,while the existing cultivated land area must remain basically stable.To safeguard the national food security,we must protect the arable land.The top priority of cultivated land conservation is to protect the basic farmland.In the past,the government at all levels pay more attention to the quality of cultivated landin the basic farmland delineation work,But they also neglected the impact of cultivated land use and stability of the site conditions are more.It will lead to the allocation of basic farmland is frequently adjusted,or even abandoned.This has both shaken the legal status of land use planning and fundamentally threatened food security.The completion of the permanent basic farmland delineation,the approved basic farmland protection objectives and tasks in a timely manner to the home,the map storage.The basic farmland delineation in urban fringe is to support and standardize the development of facilities agriculture,which is related to our national food security and agricultural modernization construction.It is the bottom line requirement for deepening the reform of rural land system.It is also practicing "due diligence to protect land and resources,Resources,and dedication to protect the rights and interests of the masses is the inevitable choice of the positioning of land and resources.To delineate the urban areas of the basic farmland is the implementation of urbanization needs.It contribute to the promotion of urban transformation.It will play an important role to optimize the development pattern,it improve the living environment and safety guarantee food security.In this paper,we use the software of ARCGIS and GEODAS to study the cultivated land plots in Zhuxi County of Shiyan City in 2015.Firstly,we study the mechanism of farmland in basic farmland,and use quantitative and qualitative analysis method to study the natural conditions and location conditions The nine evaluation factors have a large influence on the cultivated land in the basic farmland,and then use the Fuzzy Weight of Evidence,which is one of the knowledge and data flooding.First,the agricultural land level of the cultivated land selected from the change survey data is higher,And the driving force of the cultivated land into the basic farmland is used as the evidence layer of the Fuzzy Weight of Evidence Model,which mainly includes the slope,the aspect,the soil organic matter content,the surface soil texture,the traffic Location conditions,road accessibility,land piece and so on.The evidence layer is separated into a binary map,the evidence layer weight is calculated,and the fuzzy membership degree and fuzzy weight value of each evidence layer are determined.Finally,the composite evidence layer is used to obtain the Logit model after the evidence information in the study area,and then the posterior probability is obtained by the conversion of the inversion probability.Determine the distribution probability map of the basic farmland,and obtain the plots of cultivated land suitable for inclusion in the permanent basic farmland.The results show that choose the fuzzy evidence right model,which is based on knowledge and data flooding,the quality of the new farmland is higher than that of the basic farmland.And urban development boundary,ecological protection of the red line to form a physical barrier to prevent the city’s disorderly expansion.
