A country can grasp the initiative of food security, only when it can ensure basic self-sufficiency in grain. Cultivated land is the carriers of food production, while the basic farmland directly affects the food security. Therefore, in order to grasp the food security, the protection of basic farmland should be implemented. Protection of basic farmland should start from the selection of basic farmland from cultivated land, and the selection of high-quality, high-standards basic farmland become the basis of the implementation of basic protection. The paper, taking Suining county as an example, delineated the basic farmland through the evaluation model based on the technology of GIS. The concrete research content are as follows:1、This paper summarized research status of basic farmland protection at home and abroad, and expounded the basic theory of spatial planning of basic farmland, and discussed the significance of spatial planning of basic farmland based on GIS. Meanwhile,the paper analyzed Suining county’s cultivated land and basic farmland from aspects of the spatial distribution and quantitative data, and clarified the problem of cultivated land use.Based on it, through using demand forecasting method and comprehensive analysis, the paper predicted the ownership of basic farmland and cultivated land of Suining County in 2020.2、The paper determined evaluation model and selected the evaluation factors according to the requirement of the regulations on the protection of basic farmland and the actual situation of Suining County. The paper selected arable farmland slope of quality factors and natural quality of agricultural land, radiation of rural settlements on cultivated land, radiation of towns on cultivated land, the distance to the main traffic road and the spatial arrangement of the cultivated land as evaluation index, standardized each evaluation index and determined each index value, then determined the weights through the analytic hierarchy process, and determined the comprehensive index value through the corresponding of each index value and its weights. Based on the comprehensive index value, to draw out the basic farmland,and to compare with the existing planning of basic farmland analysis to evaluation the feasibility and rationality of basic farmland delimitation.3、According to the current land use map of Suining County in 2010, agricultural ground classify rate date of Suining County in 2009, the planning land use map of Suining County in 2009, the basic planning farmland map of Suining County in 2009 etc, the basic data was processed by the use of GIS spatial query functions, statistical analysis and overlay analysis functions. The extractive evaluation index data were as follows:rural residential areas, the main traffic arteries, main drainage, farmland natural quality, towns, slope and so on. By the use of GIS buffer analysis function, to spatially analyze the farmland quality, location, spatial layout and other indicators, and to determine the value of each index, and to provide quantitative basis for the selection of basic farmland from cultivated land.
