Research On Measurement And Verification Methods Of Energy Performance Contract

As energy saving and emission reduction is becoming a global issue,in November 2014?General Office of the State Council issued the "energy development strategy action plan(2014-2020)".The plan formally proposed the medium-term energy consumption and total coal consumption objectives.Facing with such a daunting task of energy conservation and emission reduction,energy performance contract(EPC)as an effective market mechanism for energy saving and emission reduction.The government has made a lot of efforts to promote EPC in China from the aspects of policy and taxation.However,the development of EPC in our country is still in the initial stage,there are still many obstacles to be solved.One of the obstacles is lacking of practical measurement and verification(M&V)standards and technical requirements.This paper analyzes the obstacles of energy conservation and EPC in china,summarize the necessity of researching on measurement and verification of EPC.Through introducing the process and mode of EPC,this paper emphasize the important role of measurement and verification.The relevant concepts mentioned in this paper are defined,and the methods of measurement and verification are summarized.It lays a theoretical foundation for the later research.To the problems of function change of the buildings after transformation and the influence of uncertainty on energy consumption,this paper optimizes the method of isolation measurement and whole building measurement.To the limitations of the applicability of the two commonly methods in EPC,and the advantages of energy simulation software.This paper presents a measurement and verification method which based on energy consumption simulation.Provide new measurement and verification method reference for EPC project.Finally,put forward reasonable suggestions to the management of measurement and verification for EPC from the aspects of energy service companies,governments,energy consumption unit.Hope to promote the developing of energy performance contract positively.
