Along with economical globalization and information age, the competence between the enterprises is becoming more and fierce. For survive, enterprise must enhance its achievement, and the performance appraisal is becoming more important. As an effective supervisory and administrative system, performance appraisal of enterprise's operation is not merely an important mean by which enterprises carry on the self-supervision and self-discipline, but also a new management tool enterprises use to implement strategic management in the new competitive environment. During recent years, the Chinese scholars pay more attention to the performance appraisal, innovate the performance appraisal in accordance with our country, s real situation as well as the enterprises administration practice. However, the performance appraisal effects are not really perfect in many enterprises.In some enterprises, the performance appraisal become formalistic and could not exert its function. There are various reasons for the situation, however, the main reasons are short of systematic and strategic insights, not in accordance with the business strategy, and lack of implementation in every PA procedure. On the basis of summary the achievements of performance appraisal in Domestic and foreign, this paper integrates relevant theories and methods. The key is the system construction of strategic performance appraisal and the practical application in enterprises.This article analyzes the research present situation in Domestic and foreign, and points out the difficulties and importance. Then, It analyzes the Strategy Management theory and the BSC theory, gives the definition of strategic performance appraisal and the orientation. According to the research report given by a few authoritative institution, the author summary the main problems which exists in Chinese enterprise. On this, it illustrates the constructing mentality and the constitution of the indication, mainly use the union of the management theory and the BSC theory.At the last, it discuss the practice of strategic performance appraisal in the H company.
