Policy Choice And Design Of Local Government Cultural Tourism Industry

Cultural tourism industry has become a trend under the background of the new era,and local cultural tourism industry in China has shown a good momentum.On the basis of the trend of internationalization and the status of its own development,the development of local cultural tourism industry presents a new development trend,namely,cultural creativity and culture "in-depth tour",health care tourism has become an important trend of the future cultural tourism industry development.The local government should adopt effective policies to support cultural tourism industry for its healthy and sustainable development.The development of cultural tourism industry depending on its own is not perfect,which requires the local government to give guidance on the industrial policy,while the development of cultural tourism industry also makes the industrial policy continue to improve.The policy of cultural tourism industry refers to a series of policies to promote the development and progress of cultural tourism industry.From the perspective of industrial policy,the policy of cultural tourism industry is an important part of China's whole industrial policy,but its object is cultural tourism.Of course,the cultural tourism industry as an in-depth integration of cultural industry and tourism industry has its unique features,so the cultural tourism industry policy should consider its industrial features and environmental features.The features of the environment include political environment,economic environment,cultural environment and technical environment,referred to as "PSET".The government industry policy has an important influence on cultural tourism industry in terms of deep development,transformation and upgrading,i.e,it plays a role of "promoting,guiding,standardizing and upgrading" the cultural tourism industry.Specifically,the industrial policy not only can promote and accelerate the industrial development and give guidance to restructuring and integrating of the entire cultural tourism industry,but can promote standardization and upgrading of the development of cultural tourism industry.But in fact,compared to the cultural tourism industry policy in developed countries and regions,in other provinces and cities in China,local cultural tourism industry policy has a long distance away from what has been expected.The explosive proposals in the selection and design of local government industrial policy in the local cultural tourism industry development and the safeguard measures for the implementation of the industrial policy have been put forward in this paper,with hope to provide reference for the relevant departments in order to achieve a better local cultural tourism industry development and a more perfect industrial policy.This paper consists of six parts,including the following six chapters:The first chapter is introduction.The purpose is to make readers understand the research methods,research content,research background research meaning and innovation of this study,and review the current research situations both domestic and abroad,on the basis of which focus of this study can be found.The second chapter is the theoretical basis of industrial policy.This chapter first defines the core concepts involved in this paper,that is,cultural tourism industry and local government.Moreover,it gives the general description of the industrial policy system and the supplement of the concept and function of the industrial policy,the relationship between industrial policy and industrial development.Finally,this paper puts forward the relevant theoretical basis of this paper,that is to say,to correct the market failure,the new classical theory of industrial policy and the industrial innovation and industrial clusters,the evolutionary economics theory of industrial policy and public policy theory,and put forward the theoretical analysis framework of industrial policy choice and design in this paper.The third chapter is the current situation of local cultural tourism industrial development.This chapter offers a brief description of the current development of cultural tourism industry and its effect and then analyzes cultural tourism industry policy development status and effectiveness of the local government departments and the problems and causes of local government departments in the development of cultural tourism industry policy.To provide support for the design and selection of local government's industrial policies for the development of cultural tourism industry.The fourth chapter states the policy choice and design of local government cultural tourism industry.First of all,the paper puts forward the basis for the choice of local government cultural tourism industry policy,including the general ideas and principles.Secondly,the overall planning for cultural tourism industry policy was made,specifically divided into the purpose of industrial policy,industrial policy implementer and the object,industrial policy tools,industrial policy structures and entire concepts.Then,it puts forward the basic requirements and restrictive factors of the policy design of cultural tourism industry.Finally,the development of the corresponding industrial policy.It is divided into the formulation of the overall planning of cultural tourism industry,the formulation of cultural tourism industry organizational structure and the formulation of relevant science and technology industry policies.The fifth chapter is to promote the necessary security measures of local government culture tourism industry policy design and implementation,including administrative guarantee,improving the level of industrial socialization services,economic security,legal protection and personnel protection.The sixth chapter is the conclusion and prospect.The purpose of this chapter is to summarize the results of this study,investigate the need to improve,and then look forward to its future research direction and content.
