In 2008 the United States a the global financial crisis became the turning point of the world economy.The world economic growth stage is over.Due to the effect of economic globalization,both in developed countries and developing countries during the crisis.Despite the nearly ten years have passed,but the world economy is not really back to the previous rapid growth stage.Since then,countries notting have is not looking for a new economic growth point,financial deleveraging and transform and upgrade the industrial structure through various ways to increase employment.From the perspective of human history,any an economic crisis is accompanied by a new technology revolution and industrial revolution.Internet is upending the operation mode of the traditional industry,a new generation of information technology,biological medicine,new energy and so on are also emerging industries of strategic focus in the future.A new round of industry and technology revolution led to almost all areas.But these industries have in common is belong to high and new technology industry,high-tech industry is not a new thing,the United States as early as in high and new technology industry,high-tech industry has capital,technology and knowledge intensive characteristics.Has been developing rapidly,at the same time,drive the other industry common development.In the wake of the financial crisis,countries pay more attention to manufacturing,especially in high technology industry development,the German industrial 2.0 in the United States,through strengthen the forward-looking layout of high technology industry,from the policy issued,increase the budget of innovation,promote the development of high technology industry as a new growth point to boost the economy.Since our country joined the wto in 2001,and actively participate in global economic activity.With the deepening of degree of opening to the outside world,for all walks of life in our country has both opportunities and challenges.Under the background of economic globalization,the development of high-tech industry also is able to quickly.From initially proposed the strategy of developing the country by the national high and new technology research and development program and the torch plan,China's high-tech products exports not only outstanding achievements,and the improvement of quality is obvious to all.Although,China's hi-tech industry development prospect is good,but is still there is a big gap with developed countries.In participating in the global industrial chain division of labor,most are still the most low-end value chain.The important position of high and new technology industry in the national economy,and to our country economy driven by investment drive to the technical transformation of the big driving force.The progress of high-tech industries led the rest of the industry development,is not only beneficial to the improvement of its own competition strength,but also to other industry transformation and upgrading of our country.So how to improve the international competitiveness of high-tech industries is particularly important.This paper is divided into five most: the introduction part mainly introduces the research background and research significance of the article,domestic and foreign research status about this topic,the research content and method.The first part mainly introduces the international competitiveness of high-tech industry agglomeration and related theory and mechanism of action.The second part mainly introduces the high-tech industry agglomeration status quo and the current situation of its international competitiveness.The third part mainly introduces the high-tech industry agglomeration of empirical research on its international competitiveness.The fourth part mainly is to improve international competitiveness of high-tech industry policy recommendations.
