“One Belt One Road” strategy and establish “Asian Infrastructure Investment Bank” provide a good opportunity for Chinese engineering contract enterprises to participate in construction of infrastructure in foreign countries,“The national new urbanization plan(2014~2020)” and “13th Five-Year” plan put forward goal of urbanization of our country in the next stage,it can predicte that China’s construction industry will maintain a sustain and rapid development in the coming years.Meanwhile,build an innovation orient country is a major strategy in China,in order to meet the needs of urbanization,modernization and industrialization,scale of construction project continues increase,urgent for technological innovation to support the development of construction industry,innovation of project continuous improvement.Technological innovation can reduce cost,speed up progress,improve quality,protect environment,it is a key indicator to measure the success of construction projects.Evaluation of project efficiency and technology innovation efficiency can improve the level of project management,then improve the probability of success of the project.Therefore,it is very important to construct a scientific and reasonable evaluation method.This paper aims at the problem of construction project efficiency,combined with current development trend of construction industry and the strategy of construct innovative country,study on the evaluation method of project efficiency and technology innovation efficiency.In terms of project efficiency,existing literature mainly measures the level of project management through time performance,cost performance and quality performance,these indicators fail to fully reflect overall project efficiency.This paper based on the project success criteria-effective management,stakeholder satisfaction,market competitiveness-to construct evaluation index.Based on the problem that project efficiency affected by many key factors and relationship between factors is complex,System Dynamics have used to construct management performance model,owner satisfaction model and market competitiveness model,to quantify value of evaluation index.Finally,DEA method is used to evaluate project efficiency,6 key factors were selected to carry out sensitivity analysis,the results show that CPI is the most effective way to improve the efficiency of the project.In terms of technical innovation efficiency,existing literature mainly study evaluation method of technological innovation efficiency from the aspects of region,industry and enterprise.Project contracting enterprise is a typical project oriented enterprise,technological innovation needs to be refined from projects.Therefore,this paper study technology innovation efficiency evaluation method from project level.Analysis of factors influencing technological innovation from the perspective of economic and organizational behavior,construct System Dynamics model based on technological innovation ability,to quantify value of evaluation index.Finally,the DEA method is used to evaluate technological innovation efficiency,sensitivity analysis was conducted for 3 key factors,the results show that increasing the amount of patent application is the most effective way to improve technical innovation efficiency.The efficiency evaluation method proposed in this paper include many aspects,multi-level evaluation index,it can fully reflect current large-scale construction project objectives.Using the evaluation method proposed in this paper to analyze project efficiency and technological innovation efficiency can promote coordination of social,enterprise and project objectives,help build an innovative country.The results of this study provide an effective way to evaluation project efficiency and technological innovation efficiency,provide method to improve the level of project management and technology innovation.
