| Under the background of the New Era,regional innovation has become an important proposition for China’s high-quality development.Regional innovation efficiency is still a hot spot in the academic community,and the impact of scientific and technological innovation resources on regional innovation efficiency has been widely concerned by the academic community.The government-led innovation-driven development strategy has raised The ranking of China’s National Innovation Index from 21 st in 2011 to 12 th in 2021 which has proved that the government has played a significant role in improving China’s regional innovation capacity.This paper aims to explore the impact of scientific and technological innovation resources on regional innovation efficiency,and combine public science and technology management theory to propose policy recommendations to promote regional innovation efficiency from the perspective of the government.The research takes scientific and technological innovation resources as the starting point.Based on the existing research on the definition and classification of scientific and technological innovation resources,the scientific and technological innovation resources studied in this paper include six categories: educational resources,infrastructure input,industrial structure,technology market,scientific research resources,and regional openness.Then,from the horizontal comparison of the spatial dimension and the longitudinal comparison of the time dimension,the development status of China’s scientific and technological innovation resources in 2009-2019 is analyzed,and the characteristics of China’s scientific and technological innovation resources are summarized.The input and output indicators of regional innovation efficiency evaluation are selected,and based on the DEA-BCC model,the regional innovation efficiency of China from the national,regional and provincial levels is evaluated.Finally,based on the Tobit model,the influence of scientific and technological innovation resources on regional innovation efficiency is studied.The study found that from a national perspective,educational resources,scientific research resources,and regional openness have a significant positive impact on regional innovation efficiency,and the industrial structure of industrial dependence has a significant negative impact on regional innovation efficiency.From a regional point of view,the impact of scientific and technological innovation resources on the regional innovation efficiency of China’s eastern,central and western regions is not much different.Thepositive impact of infrastructure investment and technology markets on regional innovation efficiency has a certain time lag.Moreover,the positive impact of educational resources,scientific research resources,and regional openness on regional innovation efficiency is not completely apparent in the current period,and it also has a time lag,and the negative impact of industrial-dependent industrial structure on regional innovation efficiency is also long-term.Based on the empirical analysis results,this paper puts forward the following countermeasures and suggestions for promoting the improvement of regional innovation efficiency from the perspective of the government.First,give play to the role of financial investment in science and technology in ensuring regional innovation.Second,grasp the construction of key scientific and technological innovation resources.Third,promote the flow and quality improvement of scientific and technological innovation resources.Fourth,increase the opening up of science and technology to integrate international scientific and technological innovation resources. |
