Rural land system is the foundation of the rural economic system,its changement and improvement not only affect the rural economic and social development,but also is related to the stability of the whole society.While urban-rural integration once again upgraded to the national strategy in the 18th CPC National Congress,as a mainly part of the new round of rural land system reform in China,the reform of rural commercial collective-owned construction land entering land market is not only benefit to stimulating economic growth and promoting rural social development,but also shortening the gap between urban and rural areas and establishing a unified urban and rural construction land market.The reform of rural commercial collective-owned construction land entering land market is complex,and this paper employs methods of literature review,empirical analysis and field method research.The purpose of this paper is to provide theory evidence and practice support in the reform of rural commercial collective-owned construction land into land market in the future promotion process on the basis of analyzing the reform's achievements,potential risk and solutions of Deqing.The results show that the reform sets up urban-rural unified construction land market through government process reengineering,and forms a new benefit pattern to expend collective economy of farmers,and improves the level of industrial structure to innovate the financial system of rural land.However,based on path independence theory,the reform may cause the risk of financial reducing with conflict of land expropriation system,and cause the absence of government role with conflict of urban land banking system,and cause rent-seeking risk in supervision after land is approved to use which may lead to power rent seeking of village cadres and the risk of selective implementation of public policy as the government is at a disadvantage in the reform.The conclusions are that the governments need to pay attention to the role of experts and scholars,and improve the post regulatory regime from the national top-level system design,and explore new sources of funds for local economic development and promote the sustainable development of economy and society.
