Study On The Evaluation Of Scientific And Technological Innovation Ability And Innovation Driven Development Strategy Of Putian

In the background of the knowledge economy,innovation is becoming one of the main driving force for economic growth and industrial development,innovation ability has also been an important indicator to evaluate comprehensive competitiveness of the country or region.To meet the competition of global economic and seize the commanding point of scientific and technological innovation,the report of the eighteen session of the Fifth Plenary Session pointed out that we should thoroughly implement innovation driven development strategy and put innovation in the core position in the development of the overall situation.At the same time,domestic regional also begun to enter a new round of competition accelerated phase which takes scientific and technological innovation as the theme.As a political and cultural center in central Fujian Province,in recent years,through implementing S&T policy including“creative in an independent way,emphatic on surpassing,development upholding and future trends dominating”,Putian actively completes the scientific and technological work and makes great achievements.However,compared with Fuzhou,Xiamen,Quanzhou and the adjacent areas of Taiwan,Putian scientific and technological innovation ability is relatively weak,so it urgently needs to implement the innovation driven development strategy and exerts the after advantage,eventually achieving leap-typed development of scientific and technological innovation.Therefore,through keeping "Regional scientific and technological development" as the main line and basing on the comprehensive analysis and systematic study about scientific and technological innovation capacity of Putian,this thesis will put forward targeted and feasible development ideas and suggestions so that it could provide reference for promoting the Putian scientific and technological innovation capacity.The thesis is divided into six parts:Firstly,after sorting out correlated studies both at home and abroad,this paper makes an overview of related theories on regional scientific and technological innovation theory,innovation-driven theory,etc.Based on absorbing the essence of previous studies,through the summary and conmmentary on existing studies,this study identifies the deficiencies,puts forward features of the research thought and innovations.Secondly,based on defining the concept of innovation strategy map.this paper summarize the effect and significance why using Strategy Maps to study Regional Innovation.On that basis,this thesis will discuss the mechanism how innovation strategy map promotes technological development and forming a relatively complete theoretical system,laying theoretical basis for the whole paper.Thirdly,this paper will analyze the technology of Putian.Firstly,this paper introduce the basic survey of Putian,then this paper studies technology development level of Putian in four aspects from technological input,knowledge creation capability,high-tech industry and construction of Regional S&T Innovation System.At the same time,this thesis analyses the environment of technological innovation in Putian so that clarifying the weakness and challenge in the development of science and technology in Putian.Fourthly,through constructing evaluation index system of regional scientific and technological innovation capability,this paper carry out a horizontal and vertical comprehensive evaluation of Putian by using comprehensive weighting method and grey correlation projection method.Finally,this paper will summarize the key problems in the development of science and technology in Putian.Fifthly,on the basis of combining discussing the different modes and routes of the innovation driven development strategy in the foreign and domestic cities and theoretical analysis,this paper will propose the innovation driven development strategy based on the development situation of science and technology in Putian.Finally,the thesis will propose the concrete scheme about how Putian implements innovation driven development strategy based on the evaluation results of scientific and technological innovation ability and overall implementation of ideas of innovation driven development strategy in Putian.
